Job description

Our Highways and Transport Service deliver essential services for the people of Milton Keynes including highways maintenance, managing local bus services, and developing millions of pounds of transport infrastructure every year, plus much more.

We have some really significant projects to work on in the coming years, such as:

  • Replacing street lighting to lower energy LEDs.
  • A large-scale electric vehicle programme.
  • Using AI and other technology to become even more efficient.
  • Major road and cycling network projects.

We’re often the first on the scene to deal with emergencies, so you’ll need to be prepared to be out and about in all weathers and possibly on call during the winter.

Main Responsibility

  • Ensure that highway Development Management and adoption functions of the Highway Authority are managed efficiently.
  • Play a key role in the management, planning, programming, and implementation of all aspects of third-party/developer work. 
  • Manage approximately six/seven staff, programmes, and resources efficiently and effectively.
  • Lead on providing highway technical advice in relation to all future planning and growth in Milton Keynes.
  • Accountable for the effective and efficient management of contract finances. To provide highway expertise across the authority.​

The Ideal Candidate

  • Degree or HND/HNC in Civil Engineering or related discipline.
  • General knowledge and understanding of the Town & Country Planning Act (1990), Planning (Listed Buildings and Conservation Areas) Act 1990, Planning and Compensation Act (1991), Planning & Compulsory Purchase Act (2004), Planning Act (2008), Localism Act (2011), Growth and Infrastructure Act (2013), and Infrastructure Act (2015), as well as proven experience in providing comments on behalf of the Highway Authority and defending their views on development control committees.
  • Proven experience of contract management and procurement. Proven experience of highway construction practice.
  • Excellent verbal and written communication skills.
  • Ability to independently travel in line with business needs throughout the whole of the MKCC area Approved at Panel.
  • For this role you are required to have a full UK driving licence and provide evidence of your vehicle insurance with business cover and use of a vehicle. If you are successful, you will be required to supply evidence of your licence prior to starting the role.

Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week.  Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
