The Role
Shaw healthcare is a care provider operating circa 65 care homes and supported living services across the UK and is the largest employee owned healthcare company in the UK. Based in the head office in St Mellons, Cardiff an opportunity has arisen for a Procurement Office to work within the Property Department. Reporting to the Director of Property Management.
Principal duties- Purchasing
Develop and maintain a robust procurement process and integrate within the Property, Finance and Operations teams
Identify opportunities for cost savings in the procurement processes whilst maintaining quality standards
Identify and analyse spend patterns and trends and provide associated reports with recommendations
Develop and implement Terms and Conditions in line with the organisation’s procurement objectives
Build and maintain relationships with suppliers and contractors
Create specifications and tender documentation for the procurement of equipment, goods and services
Manage the tender process throughout and award agreements in line with the organisations control of expenditure policy
Manage and enhance the organisations approved supplier list, ensuring that suppliers are regularly audited and evaluated to ensure that value for money is maintained
Manage the procurement budget ensuring that the spend is aligned to the organisation’s financial goals
Prepare and implement a lifecycle replacement programme
Manage and update equipment asset lists
Oversee trade accounts both online and in store
To provide a procurement service including but not limited to the following categories: furniture and soft furnishings, linen, laundry, specialist care equipment, electrical equipment, catering equipment, stationery, waste management, utilities and maintenance service level agreements
Set and manage KPI’s for service level agreements
Oversee the supply chain in regards quality, H&S, and Environmental standards
Assist the Development and Commercial department in writing and the development of bids and tenders for new business
Essential Criteria
Proven experience in delivering an effective and efficient procurement service
The ability to prepare and manage procurement projects ensuring best value
Strong commercial and financial awareness with an understanding of budget management
Knowledge of procurement regulations and processes
Experience in creating and managing relationships with stakeholders and suppliers
Strong IT skills including the use of MS office applications
Strong analytical skills and the ability to prepare reports on spend and trends
Desirable Criteria
Membership of CIPS and accredited to Level 4
Knowledge of public sector procurement
Experience in working within the care sector
Experience in reviewing, developing and implementing policies and proceedures
Experience in managing waste, utility and insurance contracts
Experience in change management and training
