If so, we have an exciting opportunity available to join the Department for Transport’s Rail Infrastructure Services and Delivery Group as a Programme Client Manager and would love to hear from you!

Job description

You will join the Rail Infrastructure North (RIN) team, who are part of the wider Rail Infrastructure Services and Delivery Group, and responsible for overseeing investment in Rail in the North of England. You will work as part of a friendly and committed team, focused on improving the experience for rail passengers in the North of England and ensuring value for money for the taxpayer.

You will be responsible for securing this investment and working with Regional and Local Authorities on scheme development. In addition, you will Client Manage rail projects to ensure they are delivered on budget and on time, and that their outcomes are aligned with wider government priorities. This will involve collaborating with statutory bodies, regional and local authorities, and delivery partners such as Network Rail, as well as other colleagues across the DfT Rail Groups.

This is a sometimes-demanding role that involves a blend of Policy and Project Delivery skills, but will also give you exposure to projects being undertaken in an operational environment. It therefore offers a valuable opportunity for you to work on major and complex infrastructure projects, which also contribute to the Government’s levelling-up agenda. You will gain the opportunity to work with an extended supply chain, to develop your stakeholder-management skills and to support large-scale projects, aiding both your personal and professional development.

Your key responsibilities will include, but are not limited to:

  • Client management: Provide the day-to-day clienting of rail schemes, driving them towards successful delivery of outcomes to time, cost, and quality.
  • Business Case Development: work with colleagues across DfT Rail, analysis, and delivery partners on the development of business cases for your projects, obtain investment decisions from boards, and ensure benefit realisation for projects once closeout is achieved.
  • Stakeholder Management: Establish and manage strong relationships with a range of different internal and external stakeholders including Network Rail, Rail Industry partners, Regional and Local Authorities, HM Treasury, and Ministers.
  • Financial Reporting:Monitoring and understanding project costs and trends, to give you the basis to challenge financial performance of projects and to understand underlying trends and reasons.
  • Integration activitiesinclude identifying and managing dependencies and interfaces between our North East programme and other major schemes across the area including Transpennine Route Upgrade (TRU), Northern Powerhouse Rail (NPR), and Network North.

Person specification

About You

You will have experience of programme/project management, including leading, managing, or sponsoring delivery of large-scale projects. You will have excellent analytical skills, with an understanding of project/programme data, how to interpret trends and report these effectively. You will have the ability to quickly understand the financial, organisational and political structures within which our infrastructure enhancement projects are promoted.

You will be an articulate communicator, both verbally and in writing. You will be familiar with using a range of communication channels and techniques, with the ability to produce high quality written material. You will have excellent interpersonal skills, enabling you to provide a positive, customer-centred approach, as well as building rapport with a range of internal and external stakeholders, building trust and demonstrating integrity.

You will be a resilient individual, who is comfortable working at pace and will remain flexible when faced with ambiguity. Therefore, enabling you to assess and reprioritise workflows when required to balance both immediate term priorities and longer-term goals.

You will either hold one of the following Project memberships/qualifications, or have a willingness to work towards once in the role:

  • Managing Successful Programmes Practitioner
  • PRINCE2 Practitioner
  • Managing Successful Programmes Advanced Practitioner
  • APM Project Management Qualification
  • APM Chartered Project Professional
  • Project Leadership Programme
  • Leading and Managing Project Workstreams

Additional Information

This role is available to individuals who wish to be spending their office time in Leeds or Birmingham, and we would also expect the individual to be willing to occasionally travel to visit alternative DfT offices and locations relevant to the route.

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
