Job Introduction
As the Programme Delivery Manager for Strategic Corporate Property projects, you will be responsible for ensuring the development and delivery of property projects working on a range of Corporate assets.
The successful candidate will have proven experience in managing a variety of strategic construction projects, demonstrating effective programme and project management, meeting statutory requirements and budgetary control.
Your role will involve interactive and collaborative working with Council directorates to ensure our assets support service delivery and change. This will reflect the priorities of our Corporate Asset Management Strategy and our Districts Asset Plans.
You will manage a team of Projects Managers, ensuring projects are delivered and engage directly with Entrust who provide professional services which includes Architects, Structural Engineers, Property Surveyors, Mechanical and Electrical Engineers and associated co-ordination staff.
The minimum requirement for this post is educated to degree level with significant experience in property project delivery. The minimum requirements are set out in the Job Description and Personal Specifications of the post.

Main Responsibility
- Have responsibility for the delivery of Strategic Corporate Property projects.
- To support the project managers by providing technical and property expertise.
- Lead on the management of asset management plans, assuring effective use of assets and expenditure, working collaboratively with service areas.
- Ensure that all external professional and contractor services are properly specified and managed to ensure effective delivery of projects.
- Prepare business cases and bids for external funding, based on the forecasted need and demand, maximising asset opportunities, including social value.
The Ideal Candidate
- Relevant professional degree or equivalent level qualification or experience
- Demonstratable experience in managing project programmes, budgets, performance, and deadlines.
- A thorough knowledge of asset management planning, performance management related to property and the management of property information.
- Detailed knowledge of relevant legislation, national performance standards and statutory requirements as they relate to capital building programmes.
- Experience of discharging client responsibilities as duty holder in discharging CDM 2015 regulation.
- Experience of leading and managing staff.
