About The Team & Role
We are looking to appoint a Programme Manager who is enthusiastic and highly motivated to lead our Transforming Procurement Programme.
With significant changes to public procurement law, from October 2024, and the implementation of a new procurement system (SAP Ariba) both happening this year, this is the ideal opportunity for the council to further improve its procurement processes and the management and oversight of its contracts. The Transforming Procurement Programme has been established to ensure that the council is prepared for its new obligations under the New Procurement Act 2024 and that the benefits are fully realised.
We’ll need you to work closely with colleagues within our Procurement team to understand the impact of the legislative changes on contract managers, staff, suppliers / contractors, and other stakeholders; deliver changes to our systems, processes, and operating model; and ensure that the changes are understood, owned, and embedded across the organisation. We’ll also need you to closely manage interdependencies with the One Programme, which is the programme leading the council’s move to a cloud-based SAP system (including SAP Ariba).
To do this, you will be working closely with procurement experts but will also be joining a supportive team of project and change management professionals within the Transformation team, who drive transformation and change across the council.
This position is a nine-month fixed term contract, with the potential to extend to 12 months. If you are interested in this position as a secondment, please speak with your manager to agree their support prior to submitting your expression of interest, as we would require a speedy start date.
About You
To be successful, you will need experience of managing ambitious programmes, having used your knowledge of programme management tools and techniques to proactively plan for and coordinate delivery. You’ll also need to bring your strong organisational and creative problem-solving skills to manage competing deadlines and tight timescales, to ensure that the programme is successfully delivered.
Although procurement expertise is not considered essential for this role, it is important that you have an understanding of public sector procurement and that you can use your excellent ability to communicate with stakeholders at different levels to ensure a collaborative approach to delivery. We will also need your strong influencing and motivation skills to enthuse, achieve buy-in, and drive change.
