Wanted a dynamic Project Manager for a London Borough Council – to oversee a significant programme of transformation, particularly the Resident Experience and Access Programme this will be the council's largest digital transformation endeavour to date. The programme aims to revolutionise service delivery by leveraging technology to enhance residents' interactions with the council, while maintaining a commitment to efficiency and resident-centricity.
As Project Manager for the Resident Experience and Access Programme, you will lead several projects within the programme, with a primary focus on procuring new IT platforms. This involves developing system specifications, procurement documents, and overseeing the evaluation, award, and implementation phases. Additionally, you will manage various time-critical projects across the council, necessitating significant transformation and cultural change.
Responsibilities will encompass defining, planning, and delivering complex projects, managing end-to-end procurement projects, and ensuring the preparation and maintenance of realistic project plans and other relevant documents. You will monitor project team performance, maintain effective financial and project progress forecasting, and integrate new capabilities into the business operations.
Furthermore, you will also coordinate a portfolio of projects, applying appropriate project management methods and tools, leading successful project teams, and providing technical supervision. Communication with stakeholders, managing change control, ensuring project deliverables within agreed parameters, and managing risks and issues are also key aspects of the role.
Moreover, you will lead the definition of a portfolio of programmes, projects, and service provision, engage senior managers to ensure alignment with business objectives, and monitor portfolio activities and performance indicators. Managing people is also a critical component, involving providing leadership and support to the team, leading multi-disciplinary programme and project teams, recruiting and managing staff in accordance with council policies, assessing resource needs, and conducting regular supervision and performance management.
In summary, this Project Manager role encompasses strategic planning, project management, stakeholder engagement, risk management, and people management within the context of a significant transformation programme aimed at enhancing resident experience and service delivery.
Essential requirements
- Demonstrable experience of working in a similar role proven project management, ideally in a local government setting.
- Qualification in Agile, Prince2, Lean Six Sigma or other similar qualification.
- Experience project managing new ways of working that reduce costs and deliver better services for users
- Ability to manage, produce and translate technical concepts into nontechnical language
- Ability to spot and understand future industry trends
- Aware of trends and constantly challenge the way the council delivers services.
- Excellent verbal and written communication and an ability to analyse qualitative and quantitative information.
- Highly organised, clear logical in approach to work coupled with the ability to schedule own workload and meet tight deadlines.
