Job description

About the role:
Horsham District Council is looking for a Property Manager Team Leader to help drive our success of reaching Carbon Net Zero in the Council’s buildings.
As Property Manager Team Leader you will you assume responsibility for the property management of the Council’s portfolios. The Council owns operational, investment and housing portfolios and is committed to refurbishment within each of these sectors.
Horsham is located in West Sussex and is consistently ranked in the top ten places to live in the UK. Maintaining the quality and desirability of the District as a place to live, work and do business is essential to its health and prosperity. As Property Manager Team Leader, you'll manage a team of five, and a revenue budget of £1.1M per annum where you will take on the full range of property management duties – including landlord and tenant liaison, rent collection, overseeing service charges, boundary disputes, day-to-day lease issues and the management of the preventative and reactive maintenance function.
Other key responsibilities will also include:
Management of service charge and maintenance budgets.
Ensuring properties are kept in good condition including developing the planned maintenance programme.
Overseeing the tendering and management of service contracts.
Advising and liaising with internal and external occupiers, tenants and third parties.
Overseeing the Council's health and safety policy and safe working practices in relation to buildings.
Leading on the reduction of utility costs across the portfolio.
Participating in project teams, as necessary, to provide estate management expertise and advice.
About you:
To succeed in this role you must be committed to delivering an excellent service and be commercially driven. You will have excellent property management experience gained in a local authority or client-side private sector company. You must also have:
An understanding of Carbon Net Zero and energy efficient methods and products.
Experience of managing a team and both internal and external professionals.
Great customer service and negotiation skills.
Membership of the RICS.
Experience in property management in either residential, commercial or operational properties.
The ability to be a positive influence, to promote and develop robust working relationships, and to seek out opportunities to improve ways of working.
Full and current UK driving licence.

PPA
