- Responsible for assessing the condition of the Public Rights of Way network to ensure it is maintained to a standard acceptable to the Highway Authority, liaising with landowners or occupiers to ensure they carry out their legal responsibilities.
- Responsible for raising defects using data capture devices and creating job packs in line with CDM Regs to enable the delivery teams to plan and prioritise work accordingly.
- Specify, monitor and supervise as required work by operatives and supply chain partners, and co-ordinate and support Parish and community groups with a wide range of practical work using selected volunteer groups, ensuring compliance with specification, safety, legislation and objectives of Essex Highways.
- To assist with implementation of agreed community action initiatives and the promotion of the Rights of Way network to increase its use. Contribute to the preparation of reports, seminars and training to promote and provide information to members, user groups, volunteers and other interested bodies on Public Rights of Way issues and providing support in developing / maintaining liaison with interest bodies and user groups where required.
- Support the delivery of strategic Public Rights of Way projects, for example, the England Coast Path.
- To assist in preparing information and evidence relating to diversions, and to support enforcement action relating to obstructions of public right of Way.
- Responsible for providing advice, guidance and information to stakeholders, partners and customers. Responding to complaints, including guiding customers if no action is to be taken.
- To assist in maintaining a comprehensive record keeping system that will provide full information to colleagues who will be maintaining or improving the Public Rights of Way network in the future or to allow the information to be used for disputes, claims etc.
Job Description
- Educated to RQF Level 3 (A Level) or equivalent by experience. A City and Guilds qualification relevant to highway engineering or ONC or equivalent, is desirable but not essential.
- Knowledge of, and experience in, use of construction materials, the maintenance, design and implementation of Public Rights of Way schemes.
- Experience of map reading and practical application of navigating and interpreting maps.
- Conversant with Microsoft applications – Word, Excel, Access, and PowerPoint.
- Membership of a related professional body for example the Institute of Public Rights of Way.
