About the Team and Role:

An exciting opportunity has become available to work in the Specialist Commissioning Team for Children and Young People with Special Educational Needs (SEN). The team makes a significant and positive impact on the lives of Children and Young People and their families. By working directly with schools and various professionals, you can contribute to ensuring that Children and Young People receive appropriate support and opportunities for their development and learning.

Being part of the Specialist Commissioning Team gives you the opportunity to collaborate with a diverse range of stakeholders, such as educators, social workers, healthcare professionals and policy makers. This interdisciplinary approach fosters a stimulating work environment, enabling you to gain valuable insights, share expertise, and develop your own professional network.

The overall purpose of this role is to ensure that children and young people with Education, Health and Care plans (EHCPs) achieve positive outcomes by accessing an education which is appropriate to meet their continuing needs. The role will provide daily operational management and ensure that the quality of SEND education provision is in line with commissioning practice and that the effective monitoring of quality is embedded across the SEND Services. The role will offer direct support to the SEND Sufficiency and Development Manager with the operations of the team and specific projects.

The role will be responsible for managing and leading appropriate processes and policies, underpinned by best practice and child centred approaches. Specific activities will include quality assurance and monitoring of independent and post 16 provision as well as identifying new solutions that best support some of the most complex/vulnerable children/young people in Gloucestershire to access their education entitlement, whilst working in collaboration with education providers to improve provision. This will be achieved by the development, implementation, and review of systems to support children with the highest level of need and promoting holistic working across education, health, and social care.

About You:

To be successful in this role, you will need to have a proven track record in the leadership, management and development of cross-service issues and opportunities as part of corporate responsibility. You will also have experience of managing statutory and non-statutory agreed processes with an excellent knowledge and experience of the SEN sector. You will bring experience of multi-agency working and a background of managing a staff team.

Along with the above, you will need to display knowledge of monitoring and managing budgets along with developing and implementing quality audit frameworks, monitoring, and reviewing practice.

Ideally, you will have had experience around holistic assessment and planning for children, including pooling resources, in addition to knowledge of developing and reviewing systems and processes to allocate resources and to monitor and measure impact.

In return we will offer you:

  • Regular formal and informal support.
  • Safe, supportive, and positive working environment with regular, robust supervision.
  • Access to relevant training and career progression.
  • Annual leave of 25.5 days (pro rata) up to 30.5 days (pro rata) after 5 years employment.
  • Access to the Local Government Pension Scheme.
  • Staff discount scheme that offers access to great savings including discounts with major supermarket chains and high street retailers.
  • Access to our Employee Assistance Programme (EAP) that provides free, confidential, counselling and advice for employees, available 24 hours a day, online and by telephone.
  • Cycle to Work scheme.
  • Links to employee networks such as Prism (LGBT+) network and the Young Employees Network.
  • Gloucestershire Salary Sacrifice Green Car Scheme (T&C's apply).
