Chelmsford City Council are recruiting a Senior Building Control Officer to work within our Building Control Services Team. We are looking for someone with drive, ambition and managerial aspirations to assist the Building Control Manager to take the service forward under the new Building Control regime.
The ideal applicant will have an excellent knowledge of construction technology and the building process as well possessing excellent verbal and written communication skills, IT literacy skills and possess a full driving licence with access to a vehicle.
To be successful for the Senior Building Control Officer vacancy, you must have a relevant qualification, such as a degree, in a subject such as Building Surveying or Building Control and a sound knowledge of the relevant provisions in The Building Act 1984, The Building Safety Act 2022, Building Regulations 2010 and associated Approved Documents. It is essential that you have a membership for a relevant professional body such as the RICS, CABE or CIOB. In addition, you must be registered with the Building Safety Regulator as a Class 3 (specialist) up to category H or in the process of undertaking a competency validation with one of the accepted accreditors, (i.e. BSCF, CABE BICAS or Total Training).
The Senior Building Control Officer will work as part of a team responsible for assisting in the enforcement of the Building Regulations including the assessment of plans for compliance with the Building Regulations and undertaking site visits to inspect building works under construction whilst keeping accurate records relating to all decisions made. The successful applicant will also provide advice to construction professionals, building owners and members of the public as well as acting as lead officer on complex projects, representing the Council on multi-disciplinary teams and assisting the Building Safety Regulator to discharge their function as the Building Control authority for higher risk buildings in the Chelmsford area.
Further responsibilities include the inspection of reported dangerous structures and ensuring that appropriate action is undertaken under the powers in the Building Act 1984 and to carry out inspections of demolition works where a notice of demolition has been received as well as conducting investigations into unauthorised building work and carry out the appropriate enforcement action. The post holder will deputise for the Building Control Team Manager in their absence, supervising daily workloads within the team and ensuring service delivery is met.
