Overview:
Would you like to work for a large, operational and delivery focussed Directorate at the forefront of key Scottish Government (SG) priorities and play a pivotal role in the delivery and management of Business Intelligence (BI) products, employing Oracle Cloud technologies?

The Scottish Government’s Corporate Directorate provides a range of services to core SG directorates, public bodies, public inquiries and review bodies. A new Corporate Hub is being created which will evolve into the future delivery management platform for corporate services provided by DG Corporate.


The newly created Hub sits within the Corporate Data and Analytics function and will form a Centre of Excellence for information products. It will span multiple data domains and set standards for ensuring appropriate levels of data integrity and data quality.


As the Senior Business Intelligence Engineer, you will be producing BI products (for example, reports, dashboards, metrics, visualisations etc.) utilised by SG staff across the organisation.


In order to carry out the responsibilities of this role effectively, you must be experienced with Oracle Cloud solutions as you will be expected to deliver those products by employing Oracle BI Publisher and OTBI. Microsoft Power BI is also used within the organisation, having these skills would be advantageous.

As the wider corporate transformation programme evolves, it is expected that the duties of this role may flex to suit varied needs within the Data & Analytics domain.

DDaT Pay Supplement

This post attracts a £5,000 per annum pro-rata DDaT Pay Supplement after a 3 month competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
Responsibilities:
  • Develop, test, publish and maintain BI products according to business needs.
  • Understand & contribute to the underlying data architecture, and carry out data development activities as required in order to produce BI products.
  • Provide end user support on the BI products and assist users to develop BI self-service skills.
  • Be the resident BI technical expert with the Corporate Hub’s technologies; mainly OTBI), BIP, and Oracle EPM, but also Microsoft Power BI and perhaps others in the future.
  • Comply with established data quality, security & governance standards and policies.
  • Actively contribute to the wider workings of the Corporate Data & Analytics function.
  • Mentor any other BI Engineers in the future.
  • Work closely with DDAT colleagues and suppliers across DG Corporate.

Essential Criteria & Qualifications:

No specific qualifications required for this role.


Essential Criteria:

1. Experienced in the design, development, testing and support of BI products (such as reports, dashboards or metrics) developed with Oracle Cloud technologies.

2. Experienced SQL developer with relational and non-relational data management skills.

3. Experienced in data engineering, such as designing and building maintainable data pipelines (e.g. ETL etc.) to feed diverse reporting needs, including ingestion of

semi-structured data sources, predominantly within Oracle Cloud environments.

4. Ability to work effectively in a changing environment, demonstrating flexibility and contributing to overcoming challenges.

This post is based in Glasgow/Edinburgh, with virtual and hybrid working being the current arrangement. The post will be offered on a location flexible basis, with occasional travel to Glasgow/Edinburgh.
