Salary: National paying up to £104,000 and London paying up to £115,000

The team/department

The Procurement function is responsible for:

  • Ensuring the FCA maximises value for money from our suppliers
  • Achieves a sustainable cost base
  • Compliant with all regulations
  • Manages and mitigates commercial risk
  • Protects our business and market whilst also keeping it safe and resilient

The Senior Category Manager Digital, Data and Technology (DDaT) Categories will have accountability for delivering all DDaT related procurements in line with the FCA Technology Vision Statement and Strategy through a framework of Category Strategies. As well as ensuring procurements are in line with our Procurement policies and processes and Public Procurement Regulations, they will support effective Supplier Management (alongside the central and business Supplier Relationship Management teams) and contribute to the overall strategy for procurement. The role will work directly with the Process & Performance Manager to ensure reporting (KPIs, KRIs etc) are provided accurately and in a timely manner, addressing the key MI requirements of each target audience.

What you will be doing (the role)

  • Ensure commercial outcomes delivered across DDaT categories are optimal for the company in a compliant and consistent manner and are value adding to its customers
  • Develop and manage a pipeline of procurement projects covering all spend (including reporting on an agreed work plan and savings plan) through a Category Management (CM) Structure
  • Establish and roll out effective category strategies that align to FCA priorities, including senior stakeholder engagement, market intelligence, pipeline planning and benefits tracking
  • Provide comprehensive advice, insights, guidance on best practice procurement linked to strong market intelligence, to stakeholders and colleagues
  • Make judgements on supply market capability to deliver FCA’s requirements and develop alternative strategies if needed and to mitigate risks
  • Ensure delivery of major tender processes meets business needs, drives right outcome for FCA (within risk appetites and tolerances) identifies cost savings and value adding initiatives
  • Provide coaching and mentoring to the Category Managers to develop their capability, enhance their leadership capability
  • Take ownership as required of key supplier relationships and manage in line with FCA processes

  • We have several new senior managers both within Procurement and the wider FCA, so you will build a strong network
  • We have launched our new Procurement tool (Atamis) and will add Supplier Relationship Management and CM digital enablement going forward - this with Procurement Reform will be catalysts for taking the team to the next level

The skills and experience you will have

Minimum

  • Demonstrable evidence of managing commercial and procurement teams in large complex organisations, with a focus on Digital, Data and Technology categories
  • Proven procurement experience and relevant market knowledge with a track record of delivering significant procurement benefits including value for money and risk mitigation

Essential

  • Knowledge and experience of Public Sector Procurement and its regulations
  • Contract and supplier relationship management skills and experience of overseeing complex supplier negotiations including bespoke IT solutions and multi-year contracts
  • Comprehensive knowledge of procurement concepts, processes and techniques including supply chain management, TPRM, Total Cost Modelling, supplier performance metrics, risk management and supplier relationships
  • Proven strong commercial awareness and analytical skills
  • Business improvement: track record in overseeing innovative business improvement initiatives, strategic skills and business acumen
  • Strong collaborative and relationship building skills and significant business experience including influencing senior managers and other business “clients”
  • Role model strong leadership behaviours in line with the FCA values and capabilities, embedding the Mission and delivering organisational priorities
  • Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent
  • Driving and successfully implementing change programmes in ways of working and/or roles and responsibilities within a procurement or commercial function
