Chartered Civil/Structural Engineers – Area Manager/Bridge Manager - Inside 35

Contract Term: 6 Months

Contracting Authority: Transport Scotland

Location: Hybrid with minimum of 2 office working days per week in Glasgow

We are currently recruiting for 6 Chartered Civil Engineers to join our client Transport Scotland on a 6-month hybrid basis in Glasgow.

Transport Scotland is the national transport agency for Scotland, seeking to deliver a safe, efficient, cost-effective and sustainable transport system for the benefit of the people of Scotland. Transport Scotland is accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.5 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on our economy, environment, and society.

This role will see the successful candidates manage and oversee the development and delivery of trunk road maintenance schemes across Scotland, ensuring that our road or bridge assets continue to provide communities and business across the country with a safe, efficient and resilient network.

This vital role will also see you work with operational and policy colleagues to ensure that our network serves the Scottish Government’s national objectives and key policies. These include the Just Transition to NetZero (including the opportunities within the maintenance sector), climate change adaptation, road safety and active travel. As a result, you will play an important role in engaging with stakeholders, communities, elected members and colleagues on these matters, protecting the interests of Scottish Ministers.

As a Chartered Civil/Structural Engineer – Area Manager/Bridge Manager your main responsibilities will be:

  • Road or Bridge maintenance teams within the Roads Directorate’s Network Maintenance unit, responsible for managing Transport Scotland’s maintenance agents (Operating Companies and Design-Build-Finance-Operate (DBFO) Concessionaires). This unit manages a budget of £300M in 2023/24 and you will be responsible for capital and revenue maintenance programmes and budgets within a specified region, as part of a wider team of professional Chartered Engineers.
  • Developing and delivery of annual programmes of asset maintenance schemes, including management of contract performance issues and stakeholder engagement (public and political)
  • Supporting colleagues across Transport Scotland with advice and technical input/approval for key policy matters or major scheme development.
  • Contracted maintenance agents to ensure the effective management of assets, including programmes of inspections and management of asset risks.
  • Bridges and structures, undertake the Technical Approval Authority role under the Design Manual for Roads and Bridges regarding the Approval in Principle (AIP) for bridges and structures and consideration of Departures for Standard.

  • Chartered Civil Engineering
  • Project Management
  • Road/Bridge experience
