Senior Cost Intelligence Manager
Role Description
To lead the establishment of Cost Intelligence division within CPMO which will develop and embed industry best practice approach to capture Cost Intelligence and cost estimating. To support Engineering and Sustainability Directorate to price investment plans and Infrastructure Delivery Directorate to undertake annual capital tax returns, benchmark tender costs and demonstrate value for money.
This role is within the Capital Programme Management Office (CPMO) under Infrastructure Delivery Directorate. Infrastructure Directorate (ID) is responsible for the delivery of a major rolling programme of capital investment in water and wastewater assets.

ESSENTIAL CRITERIA
1. A third level qualification (e.g. degree/ HNC/ HND or equivalent) in a relevant discipline; and over 3 years’ experience working in Senior Cost Intelligence function within a major capital investment programme environment.
OR
A minimum of 5 years involvement in Senior Cost Intelligence function within a major capital investment programme environment.
2. Experience of developing and embedding a standardised approach to cost intelligence capture on a major capital investment programme.
3. Experience of developing and embedding best practice cost estimating principles and benchmarking throughout the project lifecycle of a major capital investment programme.
4. Experience of managing and overseeing the development of a unit cost data base and Cost Pricing Tool on a major capital programme.
5. Demonstrate a working knowledge of effective portfolio management to deliver commercial, cost management, value management and efficient delivery.

Salary
This role offers a competitive remuneration package with a salary scale of £42,356 - £55,808 per annum (pay award pending).
The starting salary will normally be at the first point of the scale.
