Your new company
The services of Hays have been retained by our client, an established and growing Housing Association based in Belfast, to recruit a Senior Development Officer on a fixed-term basis for a period of 12–15 months with the possibility of further extension.
Your new role
Reporting to the Development Manager, you will be responsible for implementing the Association’s development policy and procedures to ensure the successful delivery of new development schemes. This will include:
Attending public meetings and overseeing community consultation on projects.
Liaising and actively engaging with Project Teams, ensuring the Association’s project and delivery objectives are met.
Monitoring project progress in conjunction with the Association’s Clerk of Works/Building Inspector.
Working with the Design Team to project manage the effective contract administration of schemes under construction.
Attending site meetings to ensure the progress of construction, reviewing and actioning any issues raised at site meetings as required.
Identifying sites and properties throughout Northern Ireland, liaising with the Northern Ireland Housing Executive to obtain an agreement on the location, mix and suitability.
Preparing economic appraisals, funding bids and business cases.
Undertaking acquisition and development work, from site identification to practical completion and final account, adhering to the development procedures manual and Housing Association Guide.
Undertaking financial feasibility/appraisals to determine the viability of schemes in accordance with the Association’s procedures, presenting recommendations to the Management Team.
Preparing and maintaining development appraisals, development budgets and cash flow forecasts.
What you\'ll need to succeed
To be considered for this position, you must possess:
A 3rd level qualification in a property/construction related subject and 2 years recent experience or five years’ experience in a property/construction related environment.
Experience of managing multiple projects from inception to completion.
Experience of community consultation and engagement with political representatives.
Practical experience of Construction Contracts using the NEC3 Suite of Contracts including a working knowledge of dealing with Contract Variations, Contingency Sums Spends and Contract Delays of both building contractors and consultants.
Experience in the preparation, review and control of cash flow and programme budgets.
