JOB DESCRIPTION
POST TITLE: Senior Finance Officer (Business Planning & Monitoring)
SALARY: Job Family Group 3 From 34,142 (SCP29) to 38,435 (SCP33) per annum pro rata (Depending on qualifications and experience) There will be an opportunity for progression within this pay range.
CONTRACT TYPE: Business Support
HOURS: 1.0 FTE, 37 hours per week Days to be worked Monday to Friday, flexible hours between 8 am and 6 pm (core hours are 10 am - 12 pm and 2 - 4 pm)

RESPONSIBLE FOR: Finance Officer (Business Planning & Monitoring)

MAIN PURPOSE OF THE JOB
The post holder will support the Management Accountant in the development and delivery of a comprehensive, high-quality financial management service to the College, with a particular focus on business planning and monitoring performance.
Key Responsibilities
The principal duties and responsibilities of the post provide a guide to the major areas of responsibility and include:
College Financial Management
Support the Management Accountant in the development of all major accounting functions and processes
Provide direct support to the Head of Department in the absence of the Management Accountant
Contribute to the preparation of monthly management accounts and annual financial statements, including
o Analytical review and follow-up
o Performance of complex reconciliations
o Preparation of payroll information for budget holders
o Processing of accruals and prepayments
o Provide assistance with the preparation of the cash flow forecasts
Production of the monthly reports package for budget holders
Management of the College's fixed asset register
Preparation of the quarterly VAT and annual corporation tax returns
Line manage the Finance Officer (Business Planning & Monitoring)
As part of the overall financial management service, act as the primary Finance contact to a group of budget holders
Pro-actively support budget holders in achieving their financial targets
Meet budget holders on a regular basis to review their financial position and year-end forecast
Support budget holders with financial elements of project funding, including liaison with external stakeholders and production of financial claim evidence where applicable
Management of the active budget on the finance system, including budget uploads, virements, and other budget maintenance
Provide costings, budgetary analysis, and other information as required
To support the continued development of an improved resource allocation model and to report on course or product profitability and viability
Develop the financial management and accounting services provided to budget holders and establish good working relationships with those budget holders
Provide cover for the Senior Finance Officer (Financial Services & Systems) in relation to the Financial Services side of the role during periods of absence
Develop a support and information culture by assisting all staff in articulating their information needs, by developing financial systems to meet their needs and by training staff in the use of the systems as well as training to raise awareness of relevant policies and procedures
Provide training and support to budget holders on the College's financial accounts system
Support the Management Accountant as directed in the preparation of the annual budget and the three-year financial plan
Management accounts production for College Subsidiaries
Remain up to date with changes in accounting policies, regulations, and legal requirements.
Contribute to the development, production, and implementation of College accounting and financial policies and procedures
Assist with the internal and external audit processes, including resolving queries and implementing recommendations
Assist with the college enrolment process, including the handling of cash
