General Overview:

This is a fantastic opportunity to join this company's Professional Services function, a multi-disciplinary design consultancy including Civil, Structures, Infrastructure and Build.

Our client is North East Lincolnshire Council's long-term Regeneration Partner delivering a number of services on their behalf, including the Highways Design Service. They are proud of our established, successful and award winning partnership - their team having secured a number of high profile regeneration and infrastructure projects, as well as being responsible for delivery of the Local Transport Plan for North East Lincolnshire. This role supports the team in their delivery of a first-class service to its customers and fully contributes to delivering sustainable development and growth in North East Lincolnshire.

You will be part of the Professional Services team, dealing with a variety of infrastructure projects including highway maintenance to large capital civil and structural projects. Examples of previous projects have been a number of multimillion regeneration schemes within Grimsby and Cleethorpes enhancing the public realm, and delivery of new trunk roads and industrial estate access roads to promote business development in the area.

You will join an expanding team of engineers, technicians, apprentices and site support staff. Enthusiastic and dedicated, you will have demonstrable experience in design and management of highway projects, the ability to supervise people and projects and work independently

Main Accountabilities:

• As Senior HD Engineer, responsibility for supervision and development of junior members of the team.
• Where appointed, support the Project Manager in the delivery of major schemes
• Manage and co-ordinate workload to achieve project deliverables within the agreed time, quality, and financial objectives.
• Develop design briefs, prepare feasibility studies and detailed designs, specifications, scheme reports and contract data on a variety of projects.
• Undertake design work with an innovative approach considering conservation, sustainability and budget.
• Lead and contribute to design reviews ensuring design quality, monitor emerging legislation and engineering standards.
• Produce horizontal and vertical alignments.
• Programme manage schemes through the design and construction process, monitor and report on deliverables, programmes and manage change control.
• Prepare information and pre-construction phase health and safety plans for tender packages.
• Produce Bill of Quantities and contractual documentation.
• Ensure the scheme design complies with the specification and agreed programme and designs comply with health and safety regulations, CDM requirements and are assessed for environmental impact.
• Liaise with clients, stakeholders and third parties as necessary and deal with complex or contentious issues in a positive and professional manner.
• Communicate and co-ordinate with other members of the project team.
• Communicate clearly and provide regular progress reports, attend site and project board meetings and consultation events.
• Participate in and where necessary lead on, scheme consultation
• Engage in early contractor involvement with subcontractors.
• Undertake on-site inspections, provide feedback and solutions where required.
• Deliver the service in line with quality management procedures and demonstrate an understanding of the principles behind these.
• Undertake such other duties as may be reasonably expected at this job level.

Impacts on the safety of the highway network and traffic conditions within the borough. Ultimately, this role will impact on the success and profitability of the Design Consultancy.

Complexity:

The post holder will deal with complex, technical tasks and problems. Decisions will normally be taken without line management consultation unless an issue cannot be resolved within a reasonable time or is beyond the remit of the post holder.

Qualifications or Required Experience:

• Qualified to HND/C level with a preference for degree level or equivalent knowledge skills and experience.
• Chartered status with a relevant professional body or working towards Chartership is desirable but not essential.
• A proven track record in the Highways and Transportation industry.
• Ability to work on own initiative with limited management.
• A sound knowledge of the Design Manual for Roads and Bridges and Manual for Streets.
• Experience, knowledge and understanding of DMRB design standards and Local Authority procedures in relation to the design and construction of highway schemes under section 38 and 278 of the Highways Act.
• Detailed understanding of Health and Safety legislation, working experience of Construction (Design and Management) Regulations 2015 and understanding of legislative aspects of project delivery.
• Proficient in the use of industry standard computer software including AutoCAD, Key Signs, Key Lines and Auto Tracks. Knowledge and experience of using 3D highway modelling software.
• Commercial awareness and experience of working within a multi-disciplinary design environment.
• Ability to communicate confidently and clearly, conduct effective negotiations with client, stakeholders, subcontractors and third parties.
• Ability to supervise and develop a team.
