The Role

 

UK airspace is a critical national infrastructure and is some of the most complex in the world. It has been developed however, over a prolonged period, in a fragmented manner that has struggled to keep pace with demands put on it and evolution of aircraft technology – in short it needs urgent modernisation. The UK Airspace Modernisation Strategy (AMS) seeks to drive the modernisation of this asset through its vision of quicker, cleaner, and quieter journeys.

 

Delivery of the Airspace Modernisation Strategy is a CAA Board and Secretary of State for Transport priority.

 

This role is to lead and manage the CAA’s creation and ongoing evolution of the UK state’s AMS. The Manager AMS Development will achieve this by:

 

  • Leading and managing a diverse, multi-disciplinary CAA team.
  • Managing and coordinating the state’s approach to, and identifying content for, the UK’s Pilot Common Project Statutory Instrument.
  • Influencing the evolution of ICAO’s Global Air Navigation Plan (GANP), and its associated Aviation System Block Upgrades (ASBU).
  • Ensuring the AMS accurately reflects our obligations to the ICAO GANP and ASBU programme.
  • Tackling complex challenges, both technical and political, associated with the modernisation of the UK’s airspace.
  • Collaborating with teams across the CAA and externally (e.g. NERL, NSL, MoD, airports, etc.) to both ensure the continued evolution of the AMS and generate buy-in to delivery of the AMS.
  • Acting as the DfT’s focal point within the CAA for all matters relating to the airspace legislative framework.
  • Providing advice and guidance, in accordance with published polices, to the ‘Co-Sponsors’ of modernisation (CAA and DFT).
  • Acting as the regulatory oversight team of the Airspace Change Organising Group (ACOG) and its AMS/FASI Masterplan activity.
  • Working in a collaborative and supportive manner with the Airspace Modernisation Oversight function within the broader team.

 

Core Accountabilities

 

Provide leadership and assurance in the development of key deliverables, including:

  • The UK’s Airspace Modernisation Strategy and Airspace Modernisation master planning process.
  • AMS and Masterplan supporting processes, policies, procedures and objectives.
  • Build and maintain a team with the skills and competencies necessary to provide the CAA with a center of excellence in this area of focus.
  • Lead and manage, a team of airspace change, policy and regulatory specialists, and subject matter experts.
  • Build effective working relationships with key internal and external airspace stakeholders.
  • Providing suitable team members to ICAO GANP panels and collating positions from across the CAA to inform this activity.
  • Provide critical and robust support to the Airspace Modernisation Oversight team within Airspace Modernisation.
  • Provide critical and robust support to the AMS Workstream Steering Groups and Project Control Boards.
  • Ensure robust AMS governance arrangements are maintained.
  • Ensure provision of the AMS development material necessary to support the smooth functioning and output of the CAA and DfT’s Airspace Modernisation related meetings, including ExCo level boards.
  • Setting the direction for the ongoing development of the AMS (Parts 1, 2 and 3), GANP and PCP by developing work packages to help progress their development and implementation.
  • Support and stand in for Head of Airspace Modernisation as required.

 

About You

 

Essential:

 

  • Ability to lead and manage a diverse team in a complex and ambiguous environment.
  • A track record of delivering in a complex and ambiguous environment.
  • Excellent communication skills with the ability to take complex subjects and clearly distil them.
  • Critical mindset with the ability to role-model challenging industry and colleagues.
  • Working knowledge, or able to demonstrate the ability to rapidly develop knowledge, of ICAO, Eurocontrol, EASA and other international airspace related institutions.

 

Desirable:

 

  • Awareness of the environmental impacts of aviation and of how the development and implementation of the AMS could help better mitigate these.
  • Good understanding, or able to demonstrate the ability to rapidly develop a good understanding, of the AMS.
  • Good understanding, or able to demonstrate the ability to rapidly develop a good understanding, of the innovation and technology trends that will shape the future wants and needs placed on airspace.
  • An understanding of the legacy airspace change environment within the UK and related airspace legislative framework, with a sound understanding of implications for industry, airspace users and stakeholders.
  • An understanding of the need to deliver improvements in the way that both existing and new airspace stakeholders receive the right information, in the right way, at the right time.
  • Experience in at least one airspace change proposal domain (e.g: design, engagement, deployment, policy/process, coordination, etc); ideally but not essential, in a regulatory environment.
  • Experience in policy development and regulation, either within an aviation specialism (such as airspace design, engagement, air traffic management or legislation) or another safety critical industry.
  • Skilled coach and mentor, able to seek out information to inform the work and support the generation of new ideas.
  • Degree level education or equivalent or industry experience.

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

 

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
