About Ofcom

Ofcom is the regulator for the communications services that we use and rely on each day. We make sure people get the best from their broadband, home phone and mobile services, as well as keeping an eye on TV and radio.

Our culture is clear – we live by our values: Empowerment; Excellence; Collaboration; Agility and Respect. These define how we work to deliver our purpose, now and in the future. The behaviours which support these values set the path for a fully inclusive and innovative culture at Ofcom.

We focus not only on what we do, but how we do it. We pride ourselves on being an organisation of people who genuinely care about helping others.

Purpose of the role

We are seeking an experienced market intelligence analyst and programme manager to help define and establish our programme of data collection about and from both supervised services and regulated sectors more generally.

Their work will be crucial in allowing relevant Ofcom teams – particularly the teams responsible for supervising and evaluating regulated platforms – to get access to high quality data and analysis for decision-making.

The successful candidate will mix a granular knowledge of the data available to study online services with a strategic understanding of how to garner insights from that data for use by various teams at Ofcom.

This will include transparency reports, data from platform APIs, and external commercial or third-party datasets. Knowledge of the online sector and its constituent companies will be important for success in this role. They will play a coordinating role across the market intelligence team, supporting the standardisation of our analysis and reporting where possible.

The role will involve engagement with industry stakeholders, academics and third-party data providers, as well as with Ofcom teams working on online safety, including policy and supervision colleagues, lawyers, technologists, and economists.

The role is a senior associate position and the postholder will report into a Principal in the R&I team. Senior associates are expected to take ownership of work areas and demonstrate leadership, agility, and strong project management/organisational skills. The successful candidate will be expected to work on a variety of roles in projects from across the Online Safety and Research and Intelligence programmes of work.

Key responsibilities

  • Establish the programme and processes required to bring together the Research & Intelligence team’s varied work on understanding the online industry and the characteristics of online services, in support of our supervision, enforcement, and evaluation activity.
  • Support the strategic development of Ofcom’s access to datasets and partnerships that fulfill evidence requirements, including establishing relevant processes and identifying relevant datasets appropriate for meeting our priorities. This will require strong knowledge of the Online Safety regime and Ofcom’s regulatory duties, as well as the opportunities, challenges and risks of different data collection and data analysis approaches.
  • Act as point of contact for external key data providers, building effective relationships with key individuals.
  • Contribute to the analysis of data sourced from online platforms, and lead the associated visualization and communication of research findings to relevant colleagues and stakeholders.
  • Work flexibly with your manager to provide relevant support to other emerging data collection and analysis needs across the team’s programmes of work.

Skills, knowledge and experience

Essential

  • Experience of collecting and analysing large scale data, and familiarity with using data analysis tools such as Power BI, Salesforce, Microsoft Excel, Tableau or other relevant software
  • Strong understanding of the online industry, including knowledge of key companies and emerging market developments

Executing Plans:

    • Experience in managing projects, including upwards management, leading cross-disciplinary teams, managing resources, managing risk and managing project governance
    • Strong organisational skills, including the ability to prioritise a range of work, projects and ad hoc requests

Forming Relationships:

    • Experience in stakeholder management, with demonstrable ability to build and maintain working relationships with a broad range of people, including industry stakeholders and colleagues

Articulating Ideas:

    • Excellent communication skills with the ability to explain complex results and technical issues clearly and concisely in writing and orally to different audiences/stakeholders
    • Experience in delivering written documents and oral presentations for senior internal audiences

Desirable

  • Coaching, mentoring or people management experience
  • Experience in working in the online industry, for example for an online platform or for a consultancy working with clients offering social media, video sharing or search services
  • Understanding of the Online Safety Act and Ofcom's role in regulating online services

At Ofcom we prioritise inclusive and diverse recruitment in order to truly reflect the society we represent.

Where positions are listed as full time, we remain open to reduced hours, part-time arrangements, job shares and other flexible working options from day one of employment.  We warmly welcome applications from candidate returning to work after a break – for whatever reason.

As a disability confident employer, we offer interviews to any disabled applicant who meet essential criteria for advertised roles.  Learn more about the scheme here.
