Job description

Strategy and Communications sits at the centre of the organisation, bringing together several teams with organisation-wide remits and mutual collaboration opportunities.

The work of the directorate’s teams includes delivery of major events, designing and leading public affairs or marketing campaigns, providing data, evidence and analysis, leading cross-organisational programmes, to making sure we plan for and can respond to emerging events or emergencies in our city.

About the team

This role will be hosted in GLA City Intelligence (CI), a multidisciplinary team responsible for providing the Mayor and the GLA with world-class evidence and analysis. Our work covers a wide range of topics including social policy, economics, demography, crime, opinion research, and spatial analysis. We also employ a growing number of data professionals, including data scientists, data engineers, and data visualisation specialists.

About the role

In this role you will boost the GLA’s intelligence capacity by undertaking the following work:

  • Bringing together evidence to underpin the GLA’s narrative for poverty and deprivation post-pandemic in London, and support policy development and Mayoral interventions in this area.
  • Create an in-depth evidence base on priority areas such as income, poverty, economic fairness, deprivation, the tax and benefit system, with a particular focus on disproportionately affected groups and their impact, and an understanding of the impact of policy interventions to address these.
  • Conduct data analysis and research projects to provide high quality intelligence and insight to support policy making and strategy development. Use sound and innovative analytical techniques, drawing on statistical good practice, drawing on methodological expertise across the team and wider City Intelligence Unit where appropriate.
  • Author, publish and disseminate data and analysis through briefings, presentations, written reports, and innovative data tools. Prepare technical papers and document analysis for future updates.
  • Keep abreast of new developments and innovations that may impact on the GLA’s policies, strategies and data requirements, via liaison with a range of regional, national, international, professional and other bodies dealing with poverty and deprivation issues, proactively developing external links and comparative analysis, initiating new contacts where appropriate and representing the GLA at external meetings.
  • Develop work programmes and respond to user requirements both at the corporate level and via specialist sub-groups with appropriate staff from the GLA and major stakeholders.
  • Prepare responses on behalf of the Authority to complex issues raised by the public and diverse agencies.

What your day will look like:

  • Working collaboratively with others in bringing together evidence on poverty and deprivation.
  • Maintaining relationships with key stakeholders and presenting research-based analysis on issues related to poverty and deprivation data to them and explaining the potential impact on policy.
  • Maintaining data products to ensure that stakeholders are accessing the most up-to-date data on London in the areas of poverty and deprivation.
  • Preparing briefings, presentations and written reports with data related to poverty and deprivation in London, both independently and with colleagues across the wider CI and GLA.
  • Using specialist statistical software to develop interactive data tools and bespoke analyses in the areas of poverty and deprivation.
  • Keeping abreast of data relevant to London in the areas of poverty and deprivation, while understanding any caveats associated with that data that our key stakeholders should be aware of.

Skills, knowledge and experience:

  • To be considered for the role you must meet the following essential criteria: Please ensure you address the competencies below in the covering letter.
  • A very high level of numeracy, evidenced by a good degree in mathematics, statistics, economics, or an allied subject with a high statistical content, or equivalent.
  • Post-academic experience managing projects in statistics / analysis / research in a relevant and comparable environment, including skills in the analysis and interpretation of large complex datasets. An ability to design policy evaluations is desirable.
  • A thorough understanding of the data sources related to social policy.
  • Experience in the use of a range of software for analysis and data management, including specialist analysis software such as R/R Markdown and/or SPSS, and mapping software.
  • The ability to convey complex technical information to a range of audiences via published reports, data tools, technical and instructional materials, and oral presentations.
  • Knowledge and experience of statistical methodology to understand and develop new and existing measures and indices to assess the city’s progress.
