Job overview
An exciting opportunity has arisen to join the leadership team in Islington as a Service Manager within the Localities in Adults Social Care. This position plays a key role in ensuring that our work with residents is strength based and that residents wellbeing is at the forefront of our work and service development.
The post holder will provide strategic management across the localities. The teams are extremely fast paced and sit at the heart of Council’s corporate commitment to deliver positive outcomes for residents with adult social care needs. The post holder will lead and develop the teams to ensure they fulfil a critical role in enabling Adult Social Care to deliver its vision to maximise independence, manage demand and balance the budget for the department. Combining significant experience as a manager and of delivering in a fast paced, resident facing service they will provide the leadership and management skills to enable the service to perform to an exceptional standard, supporting people with ASC needs to access timely support.
Main duties of the job
As a Service Manager, you will take responsibility for the strategic direction of key areas of work related to the service development of Adults Social Care. You will give leadership and direction to Team Managers and together with them design and implement intelligent measures to assure the quality of practice and effective throughput of work. You will hold overall responsibility for the culture within your service and you will provide quality assurance of practice across the service and be responsible for how the service functions to improve outcomes for residents.
Your knowledge and experience of working within statutory legislation and evidence based social work will enable you to ensure that residents are supported and and intervention delivered at the right time. You will contribute to effective management of Adult Social Services and build and sustain key relationships with a range of managers and staff at senior levels. Your experience of leading a service will be utilised to ensure that the workforce is skilled and equipped to provide an outstanding service to adults and Older people.

Detailed job description and main responsibilities
As a Service Manager, you will drive positive cultural change, embodying and promoting the values and behaviours of the council and empowering staff to reach their full potential. You will ensure that the performance and development framework is effective for all staff. You will lead on and ensure the effective implementation of corporate initiatives and transformation programmes that cut across the council’s activities including playing key role in supporting specific projects as required. You will model a strengths-based approach in the way staff and colleagues are supported and interacted with, so that staff are more able work with residents and carers in a strengths-based way

Essential criteria
- Social work qualification and post-qualifying experience as a manager in a statutory social work setting that includes management of high-risk cases
- Senior experience in statutory public sector services working with people who have a range of social care needs and their family/carers.
Experience and Skills
Essential criteria
- Experience of working with budgets and spreadsheets/improving performance.
- Experience of delivering services to people with differing and diverse needs in an urban Local Authority/Borough
- Experience of managing change within a resident facing, statutory service
- Experience of developing effective strategic partnerships, internal and external, including working with external providers, NHS, GPs, Emergency Services and the voluntary and community sector
- Significant experience in leading multi-disciplinary teams including supporting qualified and non-qualified staff to develop and excel and supporting the development of strong teamwork and relationships across the team.
- Proven experience of working in change management and ability to communication and work well with staff.
- Ability to adhere to the Council’s Dignity for All policy.
- Excellent knowledge of health and social care legislation including the Care Act 2014, Mental Capacity Act 2007 and the Health and The Human Right Act 1998.
- Knowledge of the effects of ill-health and disability with particular reference to race, gender and culture.
- Ability to work as a leader and work with other managers across the partnership and external organisations to provider a streamlined service.
- Demonstrate strong analytical skills to create and engage with operational data sets to support the management and development of a service
- Ability to represent the Council at a senior level including in external meetings
- Ability to take strategic oversight and deliver sound operational management to develop the service in line with legislation, good practice guidance and the strategic objectives of the organisation and department
- Ability to ensure services are delivered within budget and to effectively monitor and control spend
- Excellent understanding of safeguarding, including legislative responsibilities and the ability to ensure services and staff meet their responsibilities in this area.
- Ability to demonstrate the core values of collaboration, ambition, resourcefulness and empowerment in leadership style.
- Excellent knowledge and understanding of strengths-based approaches and the ability to develop and lead their implementation within the service
- Ability to work flexibly to meet the needs of the service
