Kirklees Council are seeking a Service Manager for Asset Strategy and Performance to support their Head of Service in strategic, operational, and financial management. The successful candidate will be a change agent, ensuring positive outcomes for residents and stakeholders, and will lead the Strategy and Performance functions within the Assets, Building Safety, and Development Teams.
Day to Day of the Role:- Lead and coordinate the Strategy and Performance functions of the Assets, Building Safety, and Development Teams.
- Chair the Assets Programme Management Board, ensuring oversight and coordination of all capital delivery projects.
- Establish KPIs to provide transparency, ensure statutory compliance, and support management of services and projects.
- Work with other Service Managers to ensure that inspection programs and work are delivered on time and meet compliance standards.
- Identify best practices, legislative requirements, and sector innovations, applying these to service delivery.
- Develop and update policies and procedures required to deliver the Asset Strategy action plan and other service strategies.
- Support workforce planning through skills and training audits, ensuring legislative requirements are met.
- Contribute to the development of a team approach to data and intelligence.
- Establish key relationships for a holistic approach to planning and programming.
- Champion the delivery of the Asset Management Strategy and the Kirklees Housing Standard.
- Oversee a team of strategy, project, and Performance specialists and manage assigned managers.
- Monitor and support the commissioning and procurement of suppliers, contractors, and consultants.
- Excellent written and verbal communication skills.
- Proven track record of delivering targets and goals within operational plans.
- Ability to work with partner organisations to achieve common goals.
- Experience with data input and maintenance of databases and/or Contact Management Systems.
- Good level of computer literacy to interrogate various software packages.
- Knowledge of Health & Safety, Equality and Diversity, Safeguarding Legislation.
- Flexibility and responsiveness to change to improve performance.
- Good team working skills and the ability to work independently to achieve results.
- Experience in budgetary control and proactive budget management.
- Full and valid driving licence, with the expectation of using a council vehicle or own car for travel.
