About this opportunity
As a Revenues Specialist, you will work within the Revenues service, dealing with complex Council Tax, Business Rates and Business Improvement District Levy enquiries from billing through to recovery, and provide technical support, guidance and advice to the Case Management and Customer Services and Locality teams on complex cases.
Other key duties will include resolving cases of varying complexity. You will be accountable for complex or contentious applications and cases, ensuring satisfactory resolution and will liaise with customers, members, external agencies and partners, including the Valuation Office Agency, Courts and other formal and bodies. You will be required to represent the Council at Court, and contribute to service improvements, policies and projects, including annual billing and software upgrades. The successful candidate will be responsible for compiling information for statutory returns.
You will be required to work closely with colleagues and Managers within the Revenues Teams to ensure compliance with relevant legislation and to identify administrative errors aligned to Regulations and locally agreed practices and protocol, and be able to identify areas where targeted checks need to be made. You will also need to take a proactive and solution focused approach which may include developing processes and procedures and delivering training with the aim of improving quality and reducing errors.
What we are looking for in a Revenues Specialist?
- Have experience of working in a local authority Revenues Team
- Possess and maintain a working knowledge of the Local Government Finance Act 1988 and 1992, the Council Tax (Administration and Enforcement) Regulations 1992 and the Non Domestic Rating (Collection and Enforcement) (Local Lists) Regulations 1989 and associated case law
- Be educated to A level/NVQ3 standard or extensive experience of working in a Revenues environment
- Hold an IRRV qualification or be willing to work towards achieving one
- Have an excellent working knowledge of Capita One Revenues and NNDR software
- Have great communication skills with a range of different audiences
- Be able to work on your own initiative
- Possess proven investigation and analytical skills
- Experience in resolving complex council tax and business rates cases
- Have the ability to provide technical advice and guidance to customers, colleagues, councillors and external organisations, in the most appropriate way
- Be proactive in seeking out new opportunities to build new and strengthen existing relationships with Stakeholders
- A flare for working with systems and well-developed ICT skills, particularly in MS Excel
- A proven ability to work under pressure and meet strict deadlines with high levels of accuracy
- A proven analytical and innovative approach, with a strong ability to problem solve
