The RIIO-T3 project team has been established to deliver the latest RIIO Price Control and has responsibility to create the Transmission Business Plan which will outline the deliverables for SPEN from 2026 onwards.
Our RIIO-T3 business plan will set out proposed investment in our transmission network from 2026 for a five-year period, the plan will be pivotal to the UK and devolved government's delivering their net zero targets. The scale an impact of this plan will be unprecedented, and it will see historic levels of investment in our transmission network.
The RIIO Stakeholder Engagement and Communications Manager is a vital role within the Price Control Project Team and is responsible for the Stakeholder engagement and Communications Team in the overall Price Control Project Team.
The Role
This role is part of a small diverse team of innovative, hands-on professionals who are responsible for the development and implementation of strategic Stakeholder Engagement and communication activities to support the RIIO Price Controls.
Reporting to the Head of Transmission Engagement and Communications, you will have responsibility for the delivery of the enhanced Stakeholder Engagement and communications strategy for RIIO price controls (currently RIIO-T2 and RIIO-ED2) that will directly inform the Business Plans submitted to Ofgem.
The delivery of a stakeholder focussed business plan that has been challenged and scrutinised by independent stakeholders, including SP Energy Network's Independent Net Zero Advisory Council, will be your main focus.
The team also works closely with the Head of Stakeholder Engagement and Communications to deliver an effective stakeholder and communications strategy fulfilling the RIIO requirements that also complements and support the existing Business As Usual (BAU) Engagement and Communications programme.
What you will be doing
Leading the establishment and delivery of Challenge Groups that will shape and inform RIIO Business Plans in line with Regulator requirements. In RIIO-T3, the main priority is the delivery of an Independent Stakeholder Group.
Responsible for the development of a comprehensive Stakeholder & Community Engagement Strategy and Plan for the period 2026-31 for the Transmission business, including the development of a series of commitments co-created with stakeholders.
Overall responsibility for all strategic Stakeholder Engagement that is carried out via the project leads in the price control, including engineering and investment, finance and economics, environment and sustainability and health and safety.
Overall responsibility for the establishment of a communications strategy and delivery of all RIIO related communications which is in line with company key messages.
Responsible for the delivery of an assurance programme that will be at the heart of the price control and all stakeholder activities to provide Regulator assurance that all strategic engagement and communications are being carried out as per the regulatory requirements
Effective management of stakeholder, community and customer relationships to deliver a robust and well justified business plan that has been co-created and approved by Stakeholders, meets all regulatory requirements and aligns with existing BAU Stakeholder Engagement activity
Continually seek stakeholder feedback and commission research, analyse outputs and evaluate feedback from internal and external sources
Lead the development of Stakeholder Engagement skills, knowledge and behaviours across the RIIO2 team and the wider business
Management of high-profile stakeholder events to raise stakeholder awareness of RIIO T3 issues, understand stakeholder priorities or to get feedback on certain topics or issues as required by the business.
What you will bring
Professional qualification or equivalent experience in Stakeholder Engagement and Communications
Knowledge of the regulatory environment and SP Energy Networks
Knowledge of the enhanced engagement models in the water / airline sector is advantageous
Expert commercial awareness; proven track record of effective stakeholder and customer service engagement and management
Excellent planning and organisation skills; ability to work to tight deadlines; experience of Project Management activities
Ability to communicate and present information effectively at all levels
Ability to effectively influence to deliver personal and strategic objectives
Ability to devise solutions to complex problems/challenges
Evidence of strong customer and stakeholder management skills
Availability to travel as required across the UK
Minimum Requirements
Professional qualification or equivalent experience in Stakeholder Engagement and Communications
Knowledge of the regulatory environment
Expert commercial awareness; proven track record of effective stakeholder and customer service engagement and management
Must be a team player with a flexible attitude and good inter-personal skills
