Pay Rate: £43.00 Per Hour PAYE
Working Hours: 37 hours per week, Monday to Friday, 08:45 - 17:00

Job Purpose:
To lead the estate and asset management functions of the Council for its diverse estate. This includes the management of its commercial investment portfolio, strategic management of the estate and the council's property valuation process.
Key Responsibilities:
- Development of the Commercial Investment Portfolio through the delivery and implementation of the adopted Property Investment Strategy and taking responsibility for the long-term performance of the assembled portfolio;
- Lead on the acquisition and disposal of commercial properties, including stock selection and scrutiny, working with appointed specialist agents and consultants;
- Procurement, instruction and performance monitoring of external consultants acting for the Council to undertake all aspects of property asset management to maximize value and income;
- Be the key reporting Officer at formal governance forums including, Property Investment Board, Asset Management Group and other corporate and elected Member forums as required;
- Prepare quarterly and annual portfolio performance reports for the commercial estate;
- Implementing lettings, lease renewals, rent reviews, lease re-gearing and negotiation of licences;
- Responsible for the review, implementation and ongoing management of the Council's Corporate Asset Management Strategy and the Service Asset Management plans held within it;
- To manage the operation and continual improvement of the Property database and the information contained within it;
- Budget Management responsibility for revenue budgets related to the income from the council's commercial estate;
- To procure and manage both assets and insurance valuations of the Council's property across the estate;
- To lead in answering queries received from the Council's external and internal auditors relating to asset management and asset valuation;
- Line Management responsibilities with direct reports of staff within the Asset Management sub-team of Property Services and associated performance management;
- To carry out additional duties related to general property and land assets, including but not limited to, ownership enquiries, boundary disputes, leases and licences, etc;

- Adhere to the standards set out in the WBC competency framework.
Qualifications and Experience:
- Professional membership of a relevant professional body (eg - Royal Institution of Chartered Surveyors)
- A minimum of five years post-qualification experience in estate/asset management.
- Experience in a leading role for estate/asset management
- Experience in managing a team and/or direct experience in managing staff
- Experience in performance management techniques and setting performance indicators for teams and individuals
- Sound knowledge and experience in the commercial property investment market
- Sound knowledge and understanding of financial planning, budget monitoring and financial controls related to asset management
- Understanding of the general requirements of property valuations, property data management and formation of leases
- Understanding of strategic asset management of both an operational and commercial Investment Portfolio.
