My client a local authority in South Yorkshire has an excellent opportunity for a Strategic Procurement Business Partner. Looking to pay between £57998 and £62878 per annum. Working 3 days a week in their central offices – with cheap parking and excellent transport links.

The strategic purchasing, procurement and contract management team within the Council is transforming to provide a more effective and efficient service to internal stakeholders in delivering their business plans through externally sourced goods, works and services.

As part of this change there is an opportunity to join the team as a Strategic Procurement Business Partner, leading a team to drive a Business Partnering approach with Stakeholders, acting as a key contributor to the delivery of the financial, operational and professional objectives of the wider finance business unit through Strategic Procurement.


Responsibilities
• To lead delivery of the Council’s procurement and elements of contract management as part of the Council’s overall Commercial Strategy
• To drive the creation and execution of an annual procurement plan based on requirements and lead procurements for contracts defined as high value, risk, impact, and complexity,
• To act as the expert for procurement and ensure that there is appropriate performance and proper compliance with the overall Council’s Contract Procedure Rules, Financial Regulations, value for money audit code of practice and UK Legislation on procurement, representing the function with internal and external forums.
• Line management responsibility for Procurement Managers and Procurement Officers


Experience needed.
• Level 7 professional qualification in relevant field OR extensive equivalent experience
• ISOH Managing Safely or willingness to undertake.
• Contract Management Training - Government Commercial Function Foundation, or willingness to undertake within 6 months of coming into post.
• Extensive experience of leading procurements including producing commercial strategies for contracts of significant value, risk, complexity, and impact and some experience of contract management matters
• Extensive experience of leading project groups and/or experience of leading cross functional teams within a complex organisation to deliver new initiatives or developments in process and practice.
• Significant experience of the preparation and presentation of reports, briefs, and action plans to a diverse range of audiences.
• Substantial experience of the use, and potential of, e-business tools within the procurement function and contributing to development
• Significant experience of leading successful negotiations to achieve work-based solutions and outcomes.
• Extensive experience of taking responsibility for leading project groups and/or experience of leading cross functional teams within a complex organisation
• Leadership and management experience within a large complex organisation, with some experience of change management
• Extensive knowledge of how to collate and deliver an annual procurement plan involving different tendering processes across different markets and areas of spend.
