About this Role

The IPO is an exciting modern organisation where technology is a key component of our services to operate and innovate effectively. We are currently delivering a major end to end digital transformation program bringing cutting-edge technologies into our estate whilst also maintaining our live services.

A large part of delivering technology change involves coordination of key activities to deliver the infrastructure and services we require to not only build our future state architecture but also to run the existing estate. This oversight ensures as a public office we are obtaining the best possible value whilst maintaining quality in the services we offer.

As Technical Planning and Delivery Lead you will play an instrumental part in pulling together the key aspects of the DDaT Planning and Delivery activities. Ensuring success of our approach to rationalise our technical estate, increasing our agility, whilst ensuring best value and commercial engagement for the IPO.

As part of the Technical Planning function, you will be ideally placed to hold a holistic view of the DDaT portfolio and the technology we utilise for supporting our services and the wider organisation. You will be the strategic lead on Planning and commercial aspects including supporting the SLT through Corporate Planning and spend governance activities.

Person Specification

  • Provide oversight of key technical rationalisation programs of work via the DDaT portfolio, managing multiple dependency risks, including cost and time constraints.
  • Support and enable the DDaT Technical Planning processes including corporate planning, forecasting key commercial and contractual elements in advance and facilitating outcomes that best serve the IPO’s objectives.
  • Ensure DDaT contracts have alignment to Roadmaps and strategic direction (both IPO & DDaT) providing clarity of ownership and interdependencies.
  • Work with Product Owners, Service Owners and Architects to identify opportunities to rationalise or simplify the estate and reduce cost whilst maintaining quality.
  • Collaborate across DDaT ensuring licence and service costs are managed in the most effective way whilst pro-actively monitoring costs.
  • Maintain oversight of commercial engagements and relationships with key DDaT suppliers ensuring the IPO’s interests are being served.
  • Work with Technical Planning team to ensure DSIT Technology Spend controls are in place and maintained also supporting the Pipeline Assurance Group process.
  • Promote commercial awareness across DDaT, working collaboratively to achieve better financial outcomes.
  • Supporting IPO governance authorities ensuring total cost of ownership is considered and understood.
  • Provide DDaT Business case oversight and best practice engaging with wider governance bodies.

Technical Skills

  • Evidence of communicating effectively across the wider organisation, understanding differing stakeholders for example technical/non-technical and political boundaries, understanding the context.
  • Ability to Influence, both inside the Digital, Data and Technology department, and across the organisation.
  • Evidence of a sound technical understanding of IT infrastructure and the SDLC.
  • A proven record in delivering complex Technical Projects and Programs.
  • Proven ability to take ownership and understanding of issues/problems and work collaboratively with a diverse range of parties to resolve and unblock them in a timely manner.
  • Strong understanding of project tools such as Project online, Project for the web & Azure Dev Ops.
  • Strong commercial awareness and the ability to manage key vendor relationships.
  • Ability to support effective budget management within constraints of project or program.

Working Style

This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport office.
