Temporary Events OfficerBelfast City Centre

To assist the Open Spaces and Active Living Manager to develop, manage and deliver a comprehensive, customer focused programme of events. This will include establishing regular programmes, schemes, fun days and events to encourage the use of open spaces and active living.

To support the marketing and communications resource to maximise promotional opportunities within the Neighbourhood and Development Services, including commercial opportunities such as sponsorship for events, activities and facilities.

To encourage the use of parks facilities through effective engagement and communication with community groups and other organisations and maximise parks as a leisure product.

To ensure that all relevant licenses, legal agreements and risk assessments are in place prior to all events.

To work flexibly across all sites, providing advice and guidance to contractors and staff on site as necessary.

To be responsible for the management of the Events Coordinator ensuring a coordinated approach to the organisation, delivery and evaluation of events in parks and open spaces in accordance with council policy and the section’s Open Space Strategy.

Summary of responsibilities and personal duties

1.To assist the Open Spaces and Active Living Manager to develop, manage and deliver a comprehensive, customer focused programme of events in parks and open spaces. This will include establishing regular programmes, schemes, fun days and events to encourage the use of open spaces and active living according to set budgets and timescales.

2.To be responsible for the provision of advice and guidance on all matters relating to the departments events policy. To act as first point of contact for officers and customers enquiring about booking an event in parks and open spaces, assisting them to complete the required procedure prior to the event taking place.

3. To liaise effectively with other officers within the department, for example, Participation Officers in Leisure Development Unit, Community Parks Outreach Managers and the Policy and Business Development Unit to identify and develop opportunities for partnership working, developing activities for families and devising schools programmes thereby delivering a more efficient and effective service.

4. To liaise with external partners to maximise the use of parks facilities.

5. To ensure key corporate messages are transmitted through events in parks by establishing and maintaining good working relationships with other council departments, council Members, civic dignitaries, Lord Mayor’s Office and external bodies and to represent Neighbourhood and Development Services on any relevant inter-departmental working groups.

6. To support corporate media relations resource in promoting good public relations between City and Neighbourhood Services Department and the general public.

7. To be responsible for the management of the Events Coordinator and any other designated staff, for example, placement student, according to management performance techniques.

8. To ensure that committee approval has been obtained for all events to be held in parks and open spaces.

9.To ensure that all relevant licenses, legal agreements and risk assessments are in place prior to all events.

Essential criteria

Qualifications and experience

Applicants must at the closing date:

·have a third level qualification in a relevant discipline such as Event Management, Leisure and Tourism, Cultural Tourism, and Marketing, or equivalent, relevant qualification and be able to demonstrate by providing personal and specific examples, one year’s relevant experience in each of the following areas;

or

·be able to demonstrate , by providing personal and specific examples, two years’ relevant experience in each the following areas:

(a)the development, management, delivery, promotion evaluation of a customer focused events or activities programme including the direct supervision and motivation of assigned staff;

(b)engaging with communities to increase the level of use of their local facilities; and

(c)assisting with the development and implementation of business plans and operational management plans including budgets;

Special skills and attributes:

Applicants must be able to demonstrate that they possess the following competencies:

Customer care skills: the ability to understand and apply customer care principles and standards.

Work planning skills: the ability to forward plan and to effectively prioritise the work of a large section taking into account short- and medium-term goals, service demands and the availability of resources.

Partnership working skills: the ability to work with a diverse group of professionals across public, private, voluntary and community sectors and establish good working relationships to meet common objectives.

Communication skills: excellent oral and written communication skills, with the ability to represent and promote the interests of the Department within the organisation, to Belfast and beyond.

Leadership and team working skills: effective leadership skills capable of making a full contribution to team decision-making, with a track record of working with a number of teams and the ability to work within small team to ensure the delivery of agreed work objectives.

Performance management skills: the ability to deliver a value for money service and continuous improvement via performance management systems and procedures including performance indicators, benchmarking and quality assurance methodologies.

Budget management skills: the ability to formulate, manage and control budgets.

Analysis and decision-making skills: the ability to analyse complex situations and make decisions using the data that has been gathered.

Location: Belfast City Centre

Hours: 37.00 hours 9.00-5.00pm

Salary: £17.53 per hour plus accrued holiday pay
