Purpose of the role


Colas have an opportunity for a Traffic Safety and Control Officer (TSCO) to join the Area 9 team based in Perry Barr (B42 2AN) on permanent night shifts to act as the auditor of Temporary Traffic Management (TTM), check and challenge quality and is responsible for monitoring the day-to-day delivery and safety of TTM out on site. They shall ensure on behalf of the appointed Traffic Management Manager (TMM) that all risk controls are being effectively implemented in a timely, safe manner to the agreed design and standards.


The TSCO/TSS will make important decisions on how best to control traffic management. They are responsible for ensuring the smooth and safe movement of traffic around projects - this could include works such as traffic incidents, planned roadworks, large events, or new construction developments. They must ensure that Colas are compliant with relevant Traffic Management standards and accreditations. This compliance will cover all aspects of CDM through from planning to delivery including effective quality management and Control.


Main Responsibilities


As a TSCO working on night shifts you will be required to undertake site inspections and audits of TTM prior to works, during works and when TTM is being and has been removed as well as logging NHSS12 Audits on Eco-Online. Your day to day will involve assessing work site activities as work progresses to ensure all risks associated with TTM remain managed as low as reasonably practicable (ALARP), ensuring reporting and recording of incidents is undertaken and assisting with investigations, organising and Controlling officer rolling roadblocks if required. and undertaking co-ordination during TTM operations with relevant network control rooms. You will be expected to to be available on behalf of the TMM to manage all matters relating to Traffic Safety and Control as per the agreed emergency plan – this includes recovery operations. You will ensure no debris or sign frames are left when TTM is removed and complete detailed end of shift reports. Another key part of this role will be to provide support to nighttime Supervisors during an incident on site and be able to liaise with other departments regarding TM sharing opportunities and populating transport plans through closures etc. You will be working with the Lead Planner, Area Planners, and key stakeholders to ensure the continued focus of maximising opportunities within each road closure and perform other duties from time to time as instructed. Comply will all relevant HSEA compliance and legislative requirements. Actively promote Health and Safety in the workplace by setting a good example to others by ensuring compliance with the H&S responsibilities as out in the HSMS

Ideal Candidate


The ideal candidate will have up to 5 years experience of highways maintenance operations, including Traffic Management, Maintenance, Schemes & Incident Response. Typically, 2+ years’ experience of working within the highways industry including knowledge of network operations and scheme delivery. A firm understanding of highways legislations, including Road Traffic Act is essential.


It is essential you have the following qualifications:

  • NHSS 12A Traffic Safety and Control Officer / Traffic Safety Supervisor Qualification.
  • First aid in the workplace training.
  • Safety Critical Medical.
  • Full driving licence
  • NHSS 12D M6 or M7. (desirable, not essential)
  • NHSS 12C Supervisor or 12C Planning Officer. (desirable, not essential)


The successful candidate will be a dynamic and forward-thinking individual with strong commercial acumen and an effective communicator who has previous experience of working within high performing teams.
