Job Profile

Senior Planning Officer Grade: 9 (JE ID No. Pos_15478)

To provide support to the Principal Planning Officer and the Transport Planning Team Manager in their activities in

developing planning and transport policies and strategies and activities and ensuring compliance with them. To lead on

distinct work areas, providing expert advice to the team and external parties.

This is what we need you to do

  • To be responsible to the Transport Planning Team manager for the monitoring of the Local Transport Plan delivery; and, where appropriate, to work in partnership with the relevant departments of the Council, other Local Authorities, agencies, consultants and contractors, to deliver the service.
  • To take responsibility for the development and implementation of specific transport policies, e.g., on walking and cycling
  • To provide input to the County s Local Transport Plan, including the preparation of delivery reports and all other monitoring reports for submission to Members, Senior Management and Government.
  • To lead and advise on relevant regeneration or other initiatives within the County, including e.g. Air Quality Management Areas (AQMAs), Rail policy, etc. and to attend meetings as appropriate.
  • To lead and advise on procurement and contract related tasks in the Transport Planning team.
  • To lead and advise the team on consultation processes and/or Due Regard Statements.
  • To prepare reports for Cabinet, Full Council, Lead Cabinet Members, Advisory Policy Panels and any other relevant working groups, as well as for publication; data inputting, the handling of telephone and other enquiries and participating in liaison and consultation with agencies and groups in the public and private sector.
  • To provide inputs to work in assessing the implementation of development proposals and major projects affecting the County and policies of statutory agencies and planning policies of adjacent Counties and Districts.
  • To ensure that corporate policy and budgetary standards are complied with in fulfilling the duties of this post.
  • To undertake such other duties as required which are commensurate with the postholder s responsibilities.

Special Conditions

  • Occasional out of hours (evening and weekend) duties may be required in the normal course of duties.
  • The post holder may be based at Shire Hall or in offices anywhere in the county, as directed.
  • The post holder may be required to travel throughout the county, as required.

Monitoring and ongoing development of outcomes

As part of the annual appraisal, outcome based targets will be developed in conjunction with the post holder and will supplement this job profile.

The job profile will be subject to regular review and the Council reserves its right to amend or add to the accountabilities listed above.

The ideal candidate will have

Experience

  • A good knowledge and understanding of maps
  • A good understanding of planning processes
  • Experience in researching and analysing information
  • A sound working knowledge of sustainable transport policies and best practice is required.
  • Experience working in a Planning setting
  • Political awareness

Knowledge, Skills and Understanding

  • Ability to approach complex work in an orderly and analytical way (good organisational skills), demonstrating strategic thinking
  • Ability to meet deadlines (time management/organisational)
  • Good IT skills
  • Report writing skills
  • Good presentation skills
  • Some knowledge of relevant planning legislation and policies at national, regional, and local level.

Education & Qualifications

Essential

  • At least 5 GCSE s A-C grades
  • The postholder will hold an appropriate professional qualification and / or have extensive experience in Transport Planning or Planning Policy
  • Educated to A level standard in a relevant subject
