Position Available: Assistant Facilities Manager - Hard Services

Main Purpose of the Job:
As the Assistant Hard Services Technical Facilities Manager, you will work closely with the Hard Services Technical Facilities Manager to manage the day-to-day client contract maintenance activities. Your role will involve reviewing small works quotations, meeting contractors on-site, ensuring value for the organization, and approving quotations. Additionally, you will be responsible for promoting a positive health and safety culture, complying with regulations, and collaborating with the Helpdesk and FM team for planned preventive maintenance (PPM) tasks, remedial actions, and reactive repairs.
Key Responsibilities and Duties:
- Review contractors' Risk Assessment and Method Statement (RAMS), addressing issues and escalating if necessary.
- Conduct site visits and audits for quality checks on contractors' workmanship and completion of works.
- Review minor works and repair quotes, raise orders, and track finances.
- Obtain tenders/quotations, appoint contractors in line with procurement guidelines, and comply with H&S and equal opportunities requirements.
- Supervise internal staff, manage external contractors and consultants, providing effective motivation, direction, and performance management.
- Develop an excellent understanding of contract documents, scope of works/services, specifications, design, tenders, and mobilization.
- Manage day-to-day discussions, negotiations, and decisions to drive contract outcomes, ensuring compliance with legislation, regulations, and approved codes of practices.
- Ensure contractors align with the Council's sustainable requirements for CO2 reduction, energy consumption minimization, and energy production maximization.
- Support the Hard Services Technical Facilities Manager with day-to-day budget tasks and budget management exceeding £1m.
- Monitor service contractors' performance and quality, identifying trends, non-compliance, and taking remedial actions.
Person Specification:
We are seeking a candidate with:
- Knowledge and understanding of best practices in contract management.
- Good knowledge of the built environment, political interface in a local authority, and financial management principles.
- Experience in operational management within a complex environment, particularly in managing small maintenance contracts.
- Experience in building maintenance and working with a CAFM system.
- A recognized building engineering qualification or equivalent experience.
