The Role

 

The CAA provides expert advice, guidance, assistance and recommendations to Government on the development of Aviation Security policy and regulation, and to the aviation industry on its delivery. The CAA is also responsible for oversight and assurance of effective Aviation Security by industry in the UK.

 

Aviation Security (AvSec) Regulation Group is responsible for undertaking research and analysis in order to understand the regulatory options for industry in discharging security controls in accordance with the National Aviation Security Programme (NASP). The AvSec Regulation Team is responsible for devising and drafting regulations reflecting Government policy, through working with lawyers and finalising regulatory measures with the Department for Transport (DfT) based on Government policy direction.

 

The role of the AvSec Regulation Expert Advisor is primarily to support senior managers within the team undertaking the following:

 

  • This role requires management of a large portfolio of casework
  • The role has a large focus on in-bound cargo and the security regulations relating to cargo from overseas
  • Report analysis and stakeholder/industry engagement
  • Providing interpretation, impact analysis, risk analysis and options appraisals
  • Offering advice to industry and to DfT on interpretation of the UK NASP

 

This post is positioned within the AvSec Regulation Division but will also engage closely with the CAA Compliance Division and wider, related sectors of the CAA in order to ensure that the Regulation Team is able to discharge its regulatory and oversight functions effectively.

 

Core Accountabilities

 

  • Undertaking a wide range of activities connected with the development and drafting of Aviation Security regulations through risk-based assessment
  • Carry out analysis of regulations and produce written reports with options and recommendations
  • Complete risk assessments on regulations to ensure the security impact of doing/not doing something is fully understood, regardless of, but not oblivious to the cost
  • Liaise with DfT and wider stakeholders where necessary to ensure recommendations are proportionate and justified
  • Once the regulations are in place, provide regulatory advice, interpretation and support to industry and CAA Compliance colleagues
  • Provide Subject Matter Expert (SME) advice to DfT colleagues in support of policy development on the regulatory and operational processes undertaken by industry
  • Ensure effective stakeholder engagement with industry AvSec Security Managers as a key facet of the role in terms of developing relationships and understanding industry operational impacts and nuances (ensuring that regulatory measures implemented are proportionate and sustainable)

 

About You

 

To be considered for the role you must have the:

 

  • Willingness to undergo security vetting to Security Check (SC) level
  • Collection of evidence and interpretation of data
  • Report writing
  • Highly developed communication skills
  • Strong stakeholder relationship management
  • Ability to interpret and articulate positive and negative feedback
  • Expertise in drafting accurate and influential written documents in a wide variety of styles, tailored to the appropriate audience
  • Conducting risk/impact assessments
  • Possession of, or ability to develop, comprehensive and up-to-date knowledge of UK Aviation Security requirements (aptitude in this area is essential as the Regulation Expert Advisor will regularly be challenged on detail and interpretation)
  • Experience of, or aptitude for, working in a regulatory and/or compliance-based environment
  • Willingness to work flexibly in responses to changes in priorities and under pressure, including occasional out of hours when necessary
  • Ability to work for periods unsupervised, as the situations demands
  • Ability to explain technical issues clearly, including to senior managers, DfT colleagues and industry. Working knowledge of counter-terrorism principles, policy development and Government emergency response arrangements is desirable

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

 

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
