In 2021 the Bank of England (the Bank) and Financial Conduct Authority (FCA) embarked on an ambitious programme, with industry, to Transform Data Collection (TDC) from the UK financial sector. We want to transform data collection by improving the lives of two key groups of people: people in the Bank and FCA who need data to get hold of financial data to do their jobs, and people in firms who need to understand our data requests and supply us with data.
The last two years of the joint transformation programme have been a valuable exercise for us and firms. We have learnt a lot, delivered tangible value, and have a number of solutions that we are now taking forward to develop and scale. We are now recruiting for key roles to join to support this exciting new delivery stage of TDC and the joint transformation programme.
The TDC programme is led from the Data and Analytics Transformation Directorate, which leads the design and implementation of the Bank’s Data and Analytics strategy and acts as a centre of expertise for data handing, technology, services, and analysis.
Job Description
This is a critical role within the Transforming Data Collection Programme reporting directly to the Senior Business Owner and supporting the leadership team.
This role will:
- Lead on the development of Business Cases for the next stage of the Transforming Data Collection Programme and alignment with other Programmes and Projects across the Data and Analytics Division, as required
- Lead on Benefits Realisation Management for the next stage Transforming Data Collection Programme and other Programmes and Projects across the Data and Analytics Division, including identification, quantification, planning, tracking and reporting of benefits, (including the maximisation of benefits realisation) which are critical to successful programme and project delivery
Role Requirements
Minimum Experience
You know:
- How to work with senior stakeholders, particularly how to sell the importance of Business Cases and benefits management, and communicate on the insights and actions that your work delivers
- How to facilitate workshops with diverse stakeholders and use benefits management tools and products to baseline current costs, forecast future Benefits and costs, and review if those costs and benefits are realised
- How to identify and work with ‘Benefits’ and ‘Operating Cost Owners’ so that they are accountable for the costs and benefits they own
- How to create and maintain key benefits management artefacts, such as: Benefits Management Frameworks, Benefits Management Strategies, Benefits & Operating Cost Profiles, Benefits Realisation Plans for Portfolios, Treasury Green Book 5 Case Model Benefits Maps
- How to support and maintain key Business Case artefacts for Treasury Green Book 5 Case Model Business Cases
- How financial business models are developed and managed
- How to track performance against those models and benefit forecasts
- What works, and what tends to go wrong, on IT and Business transformational and cultural change programmes
You are:
- Organised and proactive. You will need to set up your own work and plan delivery according to Programme management guidelines. You will be expected to deliver against your plans, and keep aligned with programme management providing progress updates and informing of any risks or delays
- Logical and analytical. You will need to collect, analyse and organise large volumes of complex unstructured information, and turn it into clear concise outputs. You will need to build and develop, at times, complex models
- Inclusive and empowering. You will need to listen to others, be prepared to learn, and use the experience and skills of those you work with

Desirable Skills
You may know:
Working knowledge of performance measurement within the public and private sectors
- What works and doesn’t work in delivering transformational programmes and projects within the public sector
- How to plan programmes or projects from end to end
- The Five case Model of the HMT Green Book and associated processes
- A lot about accounting, potentially since you hold an accounting qualification or have relevant accounting experience.
Experience, qualifications and other requirements specific to the role
Minimum Requirements
- Previous Benefits Realisation and Business Case Management experience gained in both the Public and Private Sectors
- Excellent Negotiation / influencing skills.
- Strong facilitation skills - in order to support the business in defining the financial assumptions and parameters of different programme / project proposals.
- Proven experience of managing and influencing senior stakeholders
- Proven experience of successful delivery of business and cultural change and delivery of associated benefits
- Proven experience in driving an integrated Benefits Management capability in a large organisation.
Desirable Criteria
- Proven experience of working within a change environment and change management techniques, including the ability to make new contacts within the Bank.
- Candisplay a sufficient knowledge and/or relevant qualifications or experienceof financial modelling, financial analysis and value-based management expertise required.
- Proven experience of working in a finance environment and a good working knowledge of financial accounting techniques
