Benefits Subsidy and Systems Officer
Location: Remote, based in the office once a month may be required in the office at annual billing - Town Hall, Evreux Way, Rugby CV21 2RR
Rate: £35.00 Umbrella £26.92 PAYE
37 hours Monday to Friday

The role is to assist the Benefits Team leader with Housing Benefits subsidy audit, annual billing and maintaining the system

Job Description
- To work with the Benefits Team Leader to deliver a service that meets the needs of clients and safeguards public funds.
- To ensure that all decisions are made in accordance with legislation, local policies and procedures.
- To work with the Benefits Team Leader to undertake the annual recalculation of benefits claims as part of the annual billing process.
- To test system releases and implement new system functions, effectively communicating any changes to the team.
- To work with the Benefits Team Leader on the completion of the initial, mid-year and final Housing Benefit Subsidy claims
- To work with the Benefits Team Leader and external auditors to complete the audit work in support of the Housing Benefit Subsidy audit, from initial case selection to sign off of the claim by the Department for Work and Pensions.
Job Specification
Essential criteria:
- Five years' experience of assessing claims for Housing Benefit and Council Tax Reduction.
- A good understanding of the legislation used for decision making regarding Housing Benefit and Council Tax Reduction.
- A good understanding of the Housing Benefit subsidy audit process.
- Three years' experience of completing Housing Benefit subsidy workbooks and working with external auditors.
- Proficient in using the Civica OpenRevenues system.
- Experience of using IT systems to input and retrieve information accurately.
- Experience of supporting team members with the delivery of Housing Benefit and Council Tax Reduction.
- Ability to work in partnership, network, influence, problem solve, overcome barriers and apply solution focused approaches.
- A good understanding of the importance of confidentiality, safe practice, safeguarding, anti-discriminatory practice and equal opportunity.
- Good time management skills and the ability to work effectively under pressure and prioritise to meet deadlines.
- The ability to work well within a team and under own initiative and of maintaining professional boundaries with clients and partner agencies.
- Excellent listening and communication skills with a wide range of people of all ages and backgrounds.
- Experience of explaining complex issues in a face to face, telephone based or video-based environment.
