Salary: £37,336 to £40,221 per annum.

Location: Your office base will be Chichester and a typical week will combine homeworking with attendance at the office. This is led by the needs of the service.

Contract: Permanent.

Working pattern: Full-time, 37 hours per week. Flexible working options available, to be agreed with your line manager.

Employer Pension Contribution: 20.70% this alters per annum on 01.04.

Annual leave: 27 days holiday + Bank holidays = 35 days.

As the Capital Projects Development Officer, you will play a critical role in developing, and managing the pipeline of energy projects in our capital programme necessary to ensure that we achieve our objectives.

You will identify, grow and manage the multi-million-pound pipeline of energy projects required to ensure we meet our energy, carbon and sustainability objectives.

You will develop and maintain productive partnerships internally and with other organisations across the county, understanding their energy and carbon ambitions and developing our offer to help achieve them.

You will work with our consultancy team to assess a broad range of energy projects for feasibility and viability across corporate estate and third-party land. This will include commissioning and overseeing site surveys, detailed financial modelling and planning related investigations. The ability to interpret information on completion of feasibility studies will be crucial. When applicable you will then produce detailed business cases to secure capital funding for the detailed design and delivery phases

You will represent Energy Services and the County Council at a regional and national level, ensuring our pipeline of projects and existing energy assets are future proofed against policy, regulatory and financial risk.

What we need from you:

  • Ability to grow and develop our energy portfolio and pipeline by fostering and developing relationships with stakeholders and partners.
  • Demonstrable understanding of renewable energy technologies and the modelling of projects for business case development.
  • Excellent communication skills.
  • Ability to think laterally and to adapt to changing situations in a measured and flexible manner in order to adapt the advice and guidance provided to suit any change in circumstance whether legislative, structural, partnership related etc.
  • Knowledge of financial, budget and risk management is also important.
  • Advanced theoretical or organisational knowledge of systems, procedures and policies associated with providing a professional lead on complex energy issues which often have significant business or organisational implications.
  • Sound and accurate IT knowledge.
  • Knowledge of Local Government and its responsibilities for sustainability, energy, economy or business studies.
