As the Chief of Corporate Services for Wiltshire Police, you will play a pivotal role in leading and directing organisational functions within your portfolio and as the most senior member of police staff in Wiltshire Police, you will role model and help create a culture of effective leadership, inclusivity, accountability, responsibility, and improvement in line with the organisational values.
Reporting to the Chief Constable, you will be a key member of the Chief Officer Group, responsible for shaping the strategic agenda, objectives, and overall vision of the Corporate Services function. This role requires a dynamic leader with a proven track record in strategic planning, governance, change management, and organisational development.
Main Responsibilities:
- Strategic Leadership: Lead and manage the strategic direction of assigned areas, ensuring alignment with current and future corporate objectives of Wiltshire Police. Make significant non-operational decisions as a Deputy Chief Officer.
- Change Management: Plan, direct, and review organisational change and transformation activities across the force, ensuring timely delivery, innovation, and value for money.
- Team Development: Lead and develop Corporate Services, providing direction, development, and performance management. Foster a culture of high-quality, innovative outcomes and efficient service delivery in line with the force's mission, vision, and values.
- Collaborative Partnerships: Work closely with the Deputy Chief Constable (Operational) to align Corporate Services and operational functions. Build effective relationships with external agencies and collaborative partners to enhance policing services.
- Leadership Meetings: Chair critical internal leadership meetings, project boards, and appeal hearings to ensure efficient day-to-day business operations and achievement of objectives.
- Financial Oversight: Take responsibility for all corporate budgets and delegations on behalf of the Chief Constable. Collaborate with the Chief Financial Officer to ensure financial arrangements comply with regulations set by the PCC.
- Information Risk Management: Act as the Force’s Senior Information Risk Officer, providing executive-level accountability and assurance for dealing with information risks as a business priority. Manage information risk across the supply chain in line with the Force's risk appetite.
Qualifications and Requirements:
- Proven experience in a senior leadership role, preferably within a law enforcement or public service setting.
- Strong strategic planning and change management skills.
- Excellent interpersonal and relationship-building abilities.
- Demonstrated financial management expertise.
- Effective communication and presentation skills.
- Commitment to inclusivity, accountability, and continuous improvement.
- Educated to degree level or equivalent work experience.
Experience:
- Exceptional leadership and management skills with proven experience operating at board level within a diverse, complex organisation (Essential)
- Transferable functional experience as a dynamic and communicative executive leader, with substantial experience developing and leading significant transformational programs and culture change (Essential)
- Demonstrable experience in leading multidisciplinary professional services to deliver the organisation’s strategy, improving performance, service standards, efficiency, and effective risk management (Essential)
- Strong record of embedding a culture of innovation, value for money, generating efficiencies, and managing costs (Essential)
- Proven ability to work collaboratively to deliver objectives (Essential)
- Extensive experience of identifying and implementing change management at strategic and operational levels (Essential)
- Experience in strategic resource planning and developing corporate strategies and transformational programs (Essential)
- Experience in multi-site and multi-customer operations (Essential)
- Experience dealing with sensitive and complex issues with a range of internal and external stakeholders (Essential)
