Main Purpose
Reporting directly into the Senior Commercial Manager, the Commercial Manager is responsible for the day-to-day Commercial Management function for assigned contracts.
Alongside other colleagues, this role is linked to the Commercial Management of the Network Rail Structure Examination Contracts for Western, Southern, Eastern and North West & Central, the National Highways Structure Inspection Contracts for the South West TST and the East HRE Contracts, plus the Commercial Management of other major contracts.
Ensure that all commercial and operational cost control processes are followed at all times. Exhibit strong commercial management behaviours, accurately record revenue and cost against contracts and ensure all billings are completed on time and are correct.
Manage the commercial processes for assigned contracts ensuring that Applications for Payment and Invoices are accurate and raised on time, that Purchase Orders and Project Values are continuously monitored against works completed, and that Supply Chain engagement, including supplier on-boarding, subcontract agreements and works order instructions, are raised in accordance with delegated authority levels.
Engage with Operational Teams to regularly review and optimise cost management processes.
Build strong relationships with Group Procurement and Group Pricing and internal Estimating teams, providing support as required.
Build effective relationships with colleagues throughout the BES Group as well as with suppliers and clients
Key Responsibilities
- Demonstrate and promote positive commercial management behaviours to optimise gross margin potential and to minimise commercial risk
- Ensure that Application for Payment and Invoicing processes for allocated contracts is followed, ensuring timely submissions in line with client expectations and alongside accuracy of filing.
- Ensure that Project Fees are monitored against Client Purchase Order values with appropriate measures taken to uplift in advance mitigating future delay on invoice payments.
- Ensure that the Supplier Works Order process is followed ensuring that the appropriate requests, approvals and receipting is carried out in accordance with defined processes.
- Ensure that all suppliers follow the correct on-boarding processes including liaison with other departments including HSQE, Procurement and Finance.
- Ensure that the accurate recording of cost and fee is allocated to the correct projects and that Operational Teams are challenged to optimise cost management measures at all times..
People
- Ensure a culture where Health and Safety is the No 1 priority for the team, fully adopting the BES Group policies, procedures, resources and guidance in all commercial decisions.
- Support peers and help develop commercial knowledge within the Operational Teams to build commercial management competence within the business.
Customers / External Stakeholders
- To engage professionally with clients on commercial matters creating strong relationships with key individuals.
- To engage proactively with supply chain, promoting best practice and managing supplier performance.
- To work closely with Operational Teams to manage client relationships
Essential Qualifications & Skills
- Level 4/5 qualification in Finance / Quantity Surveying / Commercial Management (or equivalent)
- Associate Member of relevant Institution (e.g. RICS) desirable
- UK Driving licence
- 5+ years in a Commercial Management position
- Managing commercial contracts with a minimum £1m commercial responsibility
- Commercial knowledge of NR4 and NR3 contracts plus at least 5+ years of relevant Rail experience
- Working knowledge of NEC3/4 contracts
- Experience of managing Applications for Payment, Client Works Instructions and Change Control
- Experience of Supply Chain management including instruction of Works Orders and performance management
