A London Local Authority is recruiting an Interim Construction Capital Programme PMO Lead.
We are looking for an experienced project management professional with expertise in construction project management.
Role Overview: As the Capital Programme PMO Lead, you will deal with the construction PMO, overseeing major projects and planned maintenance activities. Your primary responsibility will be to establish and lead an efficient PMO function within the Social Investment and Property’s Capital Delivery Team. You will ensure adherence to Council procedures and construction project management best practices while providing strategic oversight of project delivery.
Key Responsibilities:
- Manage and lead c£100m of capital programmes and projects within Social Investment and Property, ensuring compliance with Council procedures and construction project management best practices.
- Develop, implement, and operational project documentation, templates, and governance arrangements to monitor progress effectively.
- Produce regular reports on delivery status, budget, risks, issues, and benefits for Councillor and senior Officer stakeholders.
- Establish and implement portfolio-level stakeholder communication and engagement plans.
- Develop and implement a Capital Delivery Life Cycle for projects, including processes for financial and project management, performance monitoring, and service plan oversight.
- Lead the escalation, allocation, and tracking of portfolio-level risks and issues.
Requirements:
- Significant experience setting up, implementing, and leading a construction/capital delivery-focused project and programme management office function.
- Knowledge and experience of delivering within the public sector.
- Qualification in Project Management and/or Programme Management.
- Advanced knowledge and understanding of best practice construction project management and programme management aligned to the RIBA stages and CIOB frameworks, as well as risk management methodology, processes, and documentation.
- Relevant knowledge of public sector finance management, capital delivery, and property.
