Job description

PMO Lead - Change - Counter Terrorism Policing HQ

£54,460 to £66,356 dependent on experience, plus location allowances totalling £2,841

Location: London (with hybrid working)

Your programme and project management office skills could help protect the UK. With the ongoing terrorist threat, there has never been a more important time to be working alongside some of the best and brightest to help keep people safe. A career in Counter Terrorism Policing (CTP) is like no other. Every day offers a variety of exciting challenges and exceptional opportunities played out on a regional, national and international stage.

For CTP, delivering projects is not just about bringing improvements. It’s about keeping millions of people safe across the UK. CTP delivers a portfolio of projects and programmes that will help better protect our country. CTP are establishing, for the first time, our own in-house Programme/Project Management Office function. The PMO Lead role is a rare and unique opportunity to head up this team.

To be successful in this role you will:

  • be a strong people manager and leader, prioritising the wellbeing of your team(s)
  • be comfortable with demand and resource management, deploying PMO analysts across the portfolio taking into account skillsets of individuals and personal development plans where appropriate
  • have strong technical PMO skills such as planning, resource management, benefits management and risk management and be confident in providing support, coaching and mentoring of these disciplines to your team members
  • have experience in working within either Prince2 or Agile project management methodologies
  • be exceptionally organised and thrive in a fast-paced environment
  • be able to meet deadlines and prioritise your own and your team’s workload effectively
  • be confident communicating, negotiating and influencing at all levels.

The ideal candidate would excel at:

  • identifying opportunities for continuous improvement and gaining buy-in for initiatives
  • continual assessment of the skills and competencies of the PMO team against the short, medium and long term demand
  • flexing across Prince2 and Agile methodologies, being able to advise on the appropriate methodology depending on the project or programme environment.

You might have some experience:

  • developing career pathways, skills frameworks and training pathways for key PMO roles
  • of being a gateway reviewer for internal or external projects or programmes
  • working for a (local) government, security agency or policing environment. You don’t need a background in policing or security for your skills to help keep people safe.

Please note, the job description attached is used as a framework to review and manage performance when an individual is in post, and therefore not all skills and experience are required from the outset. We are looking for someone who can demonstrate some of these skills, and is willing to learn and achieve these objectives.

CTP aims to create an inclusive and welcoming atmosphere and culture and an environment where all our people feel a strong sense of belonging and are well supported to reach their full potential. You will have the opportunity to contribute to and participate in our numerous WIDE (Wellbeing, Inclusion, Diversity, and Equality) activities and projects.

We believe we offer fascinating roles at the heart of protecting the UK public. As part of our team, you can expect a range of benefits as well as the chance to develop. Some of these benefits include ‘flexi time’ (TOIL), flexible working, training courses, generous annual leave allowance and a competitive pension.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Confidentiality Agreement

Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post.
