The starting salary for this permanent position is £77,260 per annum based on a 36 hour working week.
Our team currently operates from our Woodhatch office in Reigate, however, you will need to attend meetings at other sites across the county. Staff operate in a flexible way to meet the needs of our customers, using agile working methods that allow business to be conducted from multiple locations. There is opportunity for flexible working which can include working from home or from any of our offices.

About the team
The purpose of Land and Property is to provide and sustain operational and investment property portfolios that are safe, flexible and offer value for money: enabling SCC to deliver its policies and services to clients, partners and stakeholders to benefit the residents of Surrey.
Our service is responsible for the management of SCC's property portfolio. The portfolio is significant and diverse, incorporating over 1500 assets, valued in excess of £2bn and a Revenue budget of in excess of £35m p/a. This is a wide ranging and fascinating estate, ranging from fire stations to offices, adult social care facilities to schools, farmland to libraries.
Our service also provides high quality professional land and property services comprising asset strategy, acquisitions, disposals, capital programmes and major projects to our customers.
About the role
Our Contracts Manager (Adult Social Care Portfolio) vacancy is based in our Capital Projects Function within our Land & Property Service.
This role offers an opportunity for an experienced manager with a track record in delivering construction contracts to be part of an ambitious programme that will shape the future of Surrey and improve service delivery through transforming the council's land and property assets. Our Contracts Manager role is varied and will include:
- Leading the delivery of a number of Capital Projects for the Adults with Care & Support Portfolio from procurement to completion, ensuring that the planned benefits are delivered to time and budget, to meet Surrey's strategic and operational objectives.
- Ensuring the Council can mobilise projects swiftly and successfully from feasibility through to delivery and realise its ambitions to improve services through enhanced facilities, as set out in the Community Vision for Surrey by 2030.
- Overseeing, in collaboration with relevant service teams, the procurement of suppliers capable of delivering SCC's requirements.
- Ensuring project proposals are sufficiently clear, specific and attractive to the market.
- Demonstrating a commercial approach that delivers value for money outcomes for Surrey, through effective budget management and a continual focus on maintaining momentum and quality throughout the project lifecycle.
As Contracts Manager you will be responsible for working closely with the ASC Service ensuring the service purpose is delivered to a high standard, meeting the needs of our residents. You will focus on identifying areas for improvement in the design and build, and provide strategic direction to the project team, facilitating change and monitoring performance. You will work closely with the finance team to ensure affordable housing is delivered cost effectively and in-line with the ASC service expectations.
You will lead multidisciplinary teams ensuring projects are delivered at pace and in line with service requirements, performance managing to ensure cohesive working and high-quality outcomes.
Shortlisting criteria:
To be considered for shortlisting for this position, your application will clearly evidence the following:
- Minimum 3 years' experience in a similar or equivalent role
- Relevant building qualification or extensive experience in project delivery
- Experience of managing procurement and delivery of construction projects c.£1m-£30m
- Have an aptitude for leading multidisciplinary teams to ensure projects are delivered at pace and in line with service requirements
- Have excellent knowledge of relevant legislation, regulations and technical requirements
- The ability to travel to SCC and partner sites as required
