MLCSU Personalised Healthcare Commissioning (PHC) are looking for a B7 Contracts Manager to play a key role in supporting the Personalised Healthcare service across the region. Working within the remit of the National Framework for Continuing Healthcare, the post holder will deliver an effective and competent level of service and consistently deliver a client-focused service.
The post holder will be expected to lead on development, implementation, monitoring and management of contracting, ensuring that an effective partnership approach is taken to support the delivery of clinically appropriate and cost effective care for Personalised Healthcare patients, ensuring value for money. This will involve supporting the Head of Service and Integrated Care Board, and other team members, in the formulation and signing of contracts with providers, including detailed understanding and sharing of activity and financial information and collation of regular reports on the performance of providers against the contracts.

This is a challenging post that will require excellent communication and presentation skills, along with proven capacity to work in a multi-disciplinary way at strategic and operational levels. The postholder will have the ability to engage with key stakeholders and have demonstrable competencies in the managing and contracting of Personalised Healthcare services.
The ideal candidate should provide leadership to colleagues to implement contracting strategies across the region and support the development of local and national contracting policies.
The postholder should have good time management and organisational skills. You should have the ability to work to tight and often changing deadlines/timescales, re-prioritising your work when unexpected problems occur. You should be able to work on your own initiative and also as part of a team, leading and assisting other team members when the need arises.
You should have a working knowledge of MS Office packages to include Word, Excel, PowerPoint, Outlook and Teams. Experience of using NHS systems including ESR, Easy, Adam/CMS and procurement systems would be advantageous.
We offer a range of ways of working, including agile/home working. However, there will be a need to travel to an office base on a weekly basis.

MLCSU Personalised Healthcare Commissioning Contract Management Team manages all aspects of the contract process for local and regional care home, care at home, independent mental health hospitals and supported living providers

Key Responsibilities:
• To manage Personalised Healthcare contracting ensuring that an effective partnership approach is taken around contracting and supporting the delivery of clinically appropriate and cost-effective care for eligible patients
• To develop expertise on the contract process and documentation and ensure contract documentation, including service specifications, reflect the needs of commissioners and providers
• To develop and implement closer working arrangements between ICB and their partners, including Local Authorities and independent care providers, and lead work with partner agencies to develop robust joint contract monitoring
• To apply quality and value frameworks in the contracting of new and existing Personalised Healthcare care packages
• Engage the care market and develop new and ongoing business opportunities and relationships with care providers
• To seek costs savings where possible by undertaking negotiations with providers for complex care packages and residential placements
• To produce specifications for Personalised Healthcare services and contracts liaising with a wide range of stakeholders in a variety of settings, both verbally and in writing
• Overall responsibility to support and administer Personalised Healthcare contracts including the performance management of providers through contact and service level agreement meetings
• Build effective relationships within the ICB and with local and national partners and with support teams
• Make presentations to groups of staff and key partners having the ability to explain motivate and enthuse
• Develop an appropriate range of methods which facilitate the involvement of clinicians, patients and the public in commissioning priorities and decisions
• Use well developed interpersonal skills to negotiate with providers with regard to appropriate care package fees
• Demonstrate a commitment to cross functional and cross organisational working
• Monitor demand and articulate future need, implementing solutions to manage capacity
• Work with the Contracts team to develop detailed service specifications for each service provision as part of contract mentoring including quality, performance and risk management schedules specific to each service provider
• Develop robust mechanisms to monitor and review providers who deliver in-county care placements, care packages, out of county care packages and non-care contracts
• Work with local partners to maximise the benefits of joint working, ensuing the development of innovative patient centred service redesign
• Develop and performance manage contracts with provider organisations which are in line with ICB and Continuing Healthcare commissioning frameworks
• Review Personalised Healthcare services in order to ensure that they are meeting patient need, providing a quality service in the most cost-effective manner, adding value to NHS resources
• To lead on designated contracts, operating independently on decisions to be made with the guidance of operational policies
• To attend, or Chair, partnership work groups setting terms of reference and operating independently within the terms of reference and remit of the groups
• Take swift and effective action to address performance and service issues directly with the providers
• Ensure the principles and duties of safeguarding are holistically, consistently and contentiously applied
• Contribute to maintenance and monitoring of service standards around quality
• Comply with NHS Codes of Conduct and Standard Business Conduct and/or NHS Trust Standards of Business Conduct policies
