Cost Analyst

12 Month Contract (Initial)

We are happy to be recruiting for one of our high-profile utilities clients. They are currently looking for a Cost Analyst to join them for an initial 12-month contract. However, there may be scope for extension or even a more permanent opportunity.

Job Purpose:

The responsibility of the Cost Analyst is to gather cost data from various departments and Regional/site-specific sources. Your role involves meticulously analysing this information to identify outliers, deviations, and anomalies. Providing comprehensive justifications for these outliers is crucial to enhance transparency and support our T3 Submission.

Key Responsibilities:

Data Collation and analysis

  • Collaborate with different departments and sites to collect alternative cost data.
  • Analyse data and compare to historic submissions and other benchmarks to provide data insight.
  • Identify outliers and anomalies within the dataset through rigorous analysis.
  • Highlight and document instances where costs significantly differ from established benchmarks or historical trends.

Site-Specific Considerations:

  • Factor in site-specific information that may impact cost structures.
  • Recognise and understand the unique variables contributing to cost differentials across various locations.

Justification Provision:

  • Develop comprehensive justifications for identified outliers, considering factors such as changes in processes, market conditions, or unique project requirements.

Documentation:

  • Maintain detailed documentation of the collated cost data and the analysis process.

Communication:

  • Effectively communicate findings to relevant stakeholders, including department heads and decision-makers.
  • Collaborate with teams to address queries and provide additional context when necessary.
  • Work collaboratively with stakeholders to validate justifications and explore potential corrective actions.

To ensure the integrity and reliability of our T3 submission, the goal is to establish a meticulous process for cost collation and analysis. This involves the development of robust methodologies to collect, analyse, and validate cost data, ensuring a comprehensive understanding of each cost component. The primary objective is to provide well-evidenced justifications for all costs incorporated into our plans. By achieving this goal, we aim to enhance the credibility of our submissions, support informed decision-making, and contribute to the overall success of the T3 Submission.

Key Accountabilities:

The role will be accountable for providing high quality cost information to UK Regulation and/or Ofgem under challenging timescales throughout the submission process/price control review period.

  • Collating cost information needed for the T3 Business Plan for AO
  • Challenging and ensuring accuracy of cost information provided by other business units
  • Collaborating across all areas of AO to gather intelligence and data for the business plan
  • Ensuring cost data used in submission is approved by AO Stakeholders
  • Identifying data gaps and issues and working with AO teams and ET Data Products team to resolve
  • Provide analysis of cost data for AO units using benchmarking techniques to show outliners, variances and anomalies
  • Creating summary reporting of Unit Costs for AO review
  • Working closely with UK Regulation and the Business Plan Manager to support the unit cost justification
  • Ensuring that the analysis process and costs data is well documented and accessible to AO
  • Work with Ehub to ensure OPPM Costbook reflects the approved AO Position

Knowledge, Experience and Technical Know How:

  • Knowledge of regulatory frameworks in T2 and future proposals
  • Expert analytical and data management skills to analyse large sets of data, identifying trends, outliers and patterns
  • Good financial acumen/cost accountancy skills
  • Proficient technical knowledge of the Electricity Transmission System and the constituent assets
  • Proficient at stakeholder engagement and presenting to audiences
  • Expert at producing cost performance reports, and creating information and metrics to support visual management

Location:

This is a hybrid working role, with a requirement to work from the clients Warwick office 2-3 days a week.

Working hours:

Standard working hours with some flex where required.
