Job description

The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.
The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!
We will deliver the Government's three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.
Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty's Treasury (HMT).

Person specification

The role of the Programme Delivery Support covers a diverse range of activities to support the delivery of the Matrix Programmes objectives. We are looking for someone to support the Head of Delivery Management to sit in the Centre of the Programme, with specific responsibilities for supporting the delivering of the Matrix Programme, with the support of external experts who will engage with Subject Matter Experts across DSIT and partners. You will be liaising with Workstream leads across the programme, ensuring supporting documentation is maintained inline with processes and reporting expectations whilst working with the rest of the Programme Team to ensure the plan aligns across the workstreams.
Key Responsibilities include but not limited to:

  • Support the Head of Delivery Management to establish delivery objectives for the team and work with the Workstreams to deliver long term outcomes in line with the business case benefits.
  • Co-ordination of business management actions and activities on behalf of the Head of Delivery Management.
  • Planning and scheduling – Implement and maintain appropriate systems to enable effective planning and scheduling.
  • Monitoring and reporting – Establish and maintain project controls, keeping the project manager aware of the project status. Prepare project performance reports, presenting statistics and researching new information.
  • Producing Management Products – working to project standards to develop and maintain project documentation and management products which enable effective delivery of workstreams.
  • Stakeholder – Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for some external parties. Draft and sign-off correspondence.
  • Risks, issues and dependencies – Work with the PMO RAID Lead to update on changes to RAID across the workstreams on behalf of delivery updates.
  • Governance: Support the Head of Delivery Management in working with the PMO to clearly define roles, responsibilities and accountabilities and establish controls and approval routes appropriate to each stage of the programme to monitor progress and compliance.

Skills and experience

Required:

  • It is essential that the successful candidate has knowledge and experience of supporting complex and large-scale projects and programmes.
  • The ability to independently work to support key Programme Management skills including planning, governance and risk and issue management.
  • A track record of successfully establishing, developing and maintaining productive relationships with internal and external stakeholders, bringing people together to benefit the programme.
  • Strong organisation skills and attention to detail.
  • Ability to follow processes and seek appropriate guidance where required.
  • Ability to manage conflicting priorities and adapt quickly/organise workload to flex with/to changing demands.
  • Strong verbal and written communication skills.
