Job description

Reporting to the Chief Financial Officer of the NHS in England, this role will help manage and ensure that the NHS in England lives within its budget of more than £169 billion through leading our national financial planning & reporting and financial control teams. The role also leads on the national NHS capital investment agenda and how we help systems in distress recover and deliver excellent services to patients. The post holder will also play a key role in the development and delivery of the One NHS Finance programme which is a network of financial professionals and organisations offering training, innovation and support across the NHS in England.
The post holder will be a high profile and visible leader to the NHS finance community in England, and will lead an inclusive and talented team committed to delivering the integration agenda and the NHS Long Term Plan whilst ensuring financial sustainability for the future. This is a senior, intellectually challenging leadership role which will operate in a complex and changing environment. The role therefore requires an exceptional and experienced senior leader who will be able to demonstrate outstanding relationship management skills and the ability to build credibility and trust with senior colleagues across the NHS and government. Regular travel to London/Leeds/Nationwide will be required.

Accountable for developing the Recovery support programme in collaboration with the Chief Operating Officer and National Director of Intensive support.
Accountable for managing the devolved NHS CDEL and working closely with DHSC to plan and manage the use of non-devolved NHS CDEL including operational and strategic capital
To understand and manage the cash flow of the NHS, ensuring that the necessary liquidity is in the system so that financial obligations can be met as they fall
Responsible for supporting the Chief Financial Officer in advising government ministers and senior DHSC officials of the financial state of play of the sector, providing insights and flagging risks and challenges
Member of the national senior finance team,
supporting and advising on strategy, planning and performance
working effectively with other team members to ensure that all can deliver their responsibilities
taking on national lead roles for particular programmes/projects as appropriate
Support the Chief Financial Officer in his/her responsibilities around professional leadership of NHS finance staff, building effective relationships and networks to ensure that the national finance direction of travel is relevant, credible, well communicated and ‘bought’ into by the finance As part of this act as the Deputy Chair of the Finance Leadership Council, and as operational lead for the One NHS Finance programme across the NHS England.
