Job description

In this role you will lead the monitoring of the Wholesale Market, supporting teams across Ofgem with insight and analysis using real-time data and longer-term trends, to inform our broader policy work and to help senior decision makers manage risks to consumers in this area. You will need to work especially closely with our Security of Supply policy team.

Underpinning this is the robust enforcement of the rules in relation to Wholesale Market trading (REMIT) which you will lead – promoting, mandating and delivering the right behaviours across the energy sector. You will harness data to identify potentially harmful or nefarious activity and – alongside your investigation and negotiation skills – further use it to instigate and secure successful enforcement activity.

Great Britain is physically and intrinsically linked to the energy systems – and energy markets – of our neighbouring European countries (via its gas and electricity interconnectors). It is therefore vital that Ofgem remains plugged in to what is happening in the energy markets in Europe – and further afield. With your knowledge of Wholesale Markets and GB’s trading arrangements you will be the link between Ofgem and the international community, overseeing teams supporting our day-to-day relations with global energy regulators, legacy projects from COP 26, and with wider diplomatic initiatives on behalf of the UK Government.

Person specification

Along with your objectives to agree with the director, you will:

  • Collaborate with other regulatory directorates to identify analytical needs and embed processes;
  • Oversee and direct team of experts providing data, insight and understanding of wholesale energy markets for Ofgem decision makers and external stakeholders, ensuring a high quality monitoring framework for Wholesale Markets and security of supply;
  • Oversee and direct multi-disciplinary case teams carrying out the most complex cases for REMIT and Generation licence breach investigations being managed by team members and experts.
  • Embed a culture of continuous improvement in the portfolio to improve how investigations into breaches of market rules are identified, prioritised, resourced, managed and publicised, ensuring that Ofgem’s rules and enforcement activities promote, mandate and deliver the right kind of behaviour by regulated companies and making the Wholesale Markets enforcement function “best in class” amongst sectoral regulators;
  • Drive delivery of Ofgem's objectives in international engagement, including maximising Ofgem’s relationships with European coordination bodies, like the Council of European Energy Regulators and the Agency for the Cooperation of Energy Regulators, as well as with individual European NRAs, to facilitate delivery of cross-border policy and aid better policy-making across Ofgem through knowledge sharing and thought leadership; knowledge sharing with regulatory counterparts globally, to inform Ofgem policy development; and supporting wider HMG activity to enable decarbonisation in other jurisdictions.
