Description

To provide specialist knowledge, leading university-wide processes on procurement legislation, developing and implementing processes and frameworks; support the Head of area to develop a commercially focused, innovative and flexible procurement strategy, team and service. To work as part of a cross-service management group, ensuring operational excellence and consistency of practice, in line with university-wide strategies, plans and priorities.

  • To lead the planning, resourcing and delivery of a consistent and professional service, ensuring customer service excellence, aligned to the University's Strategy. Ensure compliance with regulations and consider the wider implications for the University to support operational and strategic decision making.
  • Lead development and innovation; review and implement policies/ procedures and, standards for the service; analyse and interpret management information; undertake horizon scanning and incorporate customer feedback mechanisms to deliver continuous improvement.
  • Working collaboratively across professional services, to ensure consistent and high-quality service provision; lead, develop and participate in internal/external networks and communities of practice; provide influence on cross-university project/ working groups and meetings.
  • Embody the University's values both within and outside the organisation, role modelling behaviour and championing equality, diversity and inclusion. Ensure equality of opportunity and promote diversity in the provision of relevant services.
  • Create flexibility in service delivery across Professional Services to accommodate peak periods and adapt to changing demands. Support and contribute to the University's annual programme of activities, e.g. Open Days, Course Information Days, clearing, enrolment and graduation.
  • Promote and embed the culture and vision of Professional Services, demonstrating a commitment to the ongoing development of self and others
  • To provide strategic support and operational leadership, in line with the university strategy, managing the procurement of defined segments of the University's business; set standards and develop long term plans in relation to the delivery of specialist work, and ensure compliance Page 4 of 5 with relevant frameworks, regulations or legislation.

Profile

  • Experience of leading a procurement function, contributing to strategic development of Procurement across an organisation
  • Experience of leading effectively in an environment of complex regulations and procedures
  • Experience of contributing to cross-organisational projects
  • Significant experience of providing expert advice and guidance to senior managers and internal/external stakeholders to inform decision making
  • Experience of running high value, complex tender processes with multiple stakeholders
  • Experience of designing, delivering and executing a complex procurement strategy

Job Offer

  • Basic Salary between £44,263 - £56,021
  • 25 days annual leave plus an additional 6 extra days on top of the normal 8 bank holidays for extended university closure days
  • Flexible working where possible
  • Hybrid working. The team currently work 1-2 days per week on site
