The role of the Public Safety Group (PSG), which sits within the HO, is to keep the public safe by protecting the vulnerable, cutting crime, disrupting the highest harm criminals, and ensuring that our police, fire and rescue services are as trusted, efficient and effective as they can be in delivering front line public services.

The people in our Group develop and implement policy, provide funding, and deliver legislation. We make the most of innovation, data, and partnerships to protect the vulnerable, prevent crime, and tackle the highest harm crimes. We work with our partners in law enforcement, establishing governance arrangements at a national, regional, and local level.

Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better, the Emergency Services Mobile Communications Programme (ESMCP) is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front line police officers, paramedics and fire-fighters.

ESMCP is a pan-government, cross departmental, programme based within the Home Office having representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology.

This new Emergency Services Network (ESN) is an exciting programme, delivering cutting edge technology which will directly impact people’s lives. It will transform how our blue-light services respond to incidents, offering better mobile coverage and leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

Job description

This is a challenging and exciting opportunity to work on one of Governments biggest programmes supporting the essential services provided by our Emergency Services. The Programme is a blend of contractors and Civil Servants working across Technical, Project and Programme Management and User Engagement disciplines.

Leading the day to day running of all Workforce Planning activities, you will be supporting the continued construction and maintenance of an accurate strategic workforce plan, which captures current and future workforce capacity (Full Time Equivalent) and role capability (profession and grade).

Responsible for establishing a stakeholder network to capture workforce impacts and changes, you will be championing new ways of working to drive automation and streamlining enhancements, and the management of localised dashboards to aid workforce reporting, thus enabling senior members of the team to make strategic decisions.

Monitoring ESMCP's individual workstreams’ workforce plans, working collaboratively with the Finance team, you will consolidate them into a single Resource Plan for the Programme, you will analyse trends to ensure Workforce Planning activities fall within the remit of the Resourcing Strategy in line with budgets.

You will design and deliver an organisation structure, working with the Programme's Executive Leadership Team (ELT) and Programme Management Organisation (PMO), and direct production regularly (at least every 6 months) of a refreshed organogram.

This role involves line management of an Higher Executive Officer (HEO) Workforce Planning Manager, providing timely feedback, leadership and help in developing their capability and career.

There may be need for travel to or from Bristol and London but overnight stays will be very unusual. The costs of any travel associated with this role will be met by the business area.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Person specification

The post will suit an organised, analyst who is a good communicator and can work with colleagues to get the best out of the wider organisation and ably inform and advise the Programme's senior management.

Essential criteria

  • Excellent written and oral communication skills, including experience in formulating evidenced-based recommendations or policies that effectively respond to strategic objectives or priorities;
  • Experience of collating and manipulating data to deduce trends and risks and present these clearly and successfully to inform and advise senior management or ministers;
  • Strong interpersonal skills, including the ability to influence and challenge stakeholders at senior and junior levels, while maintaining positive long-term working relationships;
  • Experience of working in a changing environment and planning, collaborating, and delivering through others, to meet both short and longer-term deadlines; and
  • Experience of line management or developing individuals and teams to get the best out of people to achieve the delivery of key outcomes.

  • Track record of supporting business delivery through developing, maintaining and presenting a complex workforce plan and/or an organisational plan.
