Job description

We are currently recruiting for an admin officer based in Belfast. The successful candidates will be required to start once the vetting paperwork, ANI clearance has been completed.

Start date: ASAP

Duration: 12 months

Rate of pay: £21.99

Hours of work: 37 hours Mon-Fri

Key Responsibilities:

1.     Develop policy, draft policy documents, complete and/or commission Research and provide advice on systemic or thematic issues impacting on all victims of crime (general victims of crime, as well as victims of domestic and sexual abuse and hate crime) to the Chief of Staff and/or Commissioner Designate, as well as drafting responses in respect of official business.

2.     Analyse and evaluate a range of information, identify key findings and bring forward appropriate draft briefing, consultation responses and recommendations on areas relating to the Commissioner Designate’s role in advising government, criminal justice organisations and Policy makers.

3.     Contribute to the identification and development of the strategic priorities and delivery plans for the Commissioner Designate. This will include contributing to the production of strategic and business plans, delivery plans, risk registers and business monitoring arrangements.

4.     Lead on the analysis of the operation and delivery of Victim Charter entitlements – identifying any issues that need to be addressed, raising these issues to the Commissioner Designate and suggesting recommendations for improvement.

5.     Support the Chief of Staff to build an appropriate network of contacts and establish effective working relationships and communications channels with key stakeholders as well as victims of crime.

6.     Support the identification and promotion of best practice.

7.     Assist the Commissioner Designate with scoping the role for the statutory Commissioner.

8.     Assist with development of a communications strategy, promoting the Commissioner Designate’s work and identifying other matters of interest.

9.     Support work to promote the Victim Charter and the entitlements for victims of crime.

10.  Work with criminal justice organisations to develop, agree and oversee a process for the Commissioner Designate to direct victim complaints to the relevant responsible bodies within the Victim Charter, monitor the outcomes of these complaints and identify for the Commissioner Designate any emerging systemic issues.

11.  Assist the Chief of Staff with the establishment and functioning of an Advisory Group for the Commissioner Designate that includes representatives from both statutory and voluntary sector organisations.

12.  Represent the Office at meetings with external stakeholders.

13.  Analyse the effectiveness and oversee the delivery of the systems for monitoring and directing complaints.

14.  Direct line management responsibility.

15.  Provide support to the Chief of Staff.

Other Duties

16.  Undertake any other duties on behalf of CVOC as assigned by the Commissioner Designate or Chief of Staff, as appropriate to the grade.

17.  To participate in CVOC’s performance management process, via completion of an annual Personal Development Plan and Personal Performance Agreement.

18.  Uphold the values of CVOC in terms of their commitment to promoting awareness of the interests of victims and witnesses and listening to and involving victims and witnesses in key aspects of the Commissioner Designate’s work.

Essential Criteria applicants must have:

Applicants must be able to demonstrate via evidence on their

application form that, by the closing date for applications, they
must:-

  1. A third level qualification in a relevant discipline e.g., Social Sciences, Public Administration/Policy, Law and/or Government or Political Sciences, or equivalent.
  2. 3 years’ experience of effective delivery in a policy development role to include each of the following;
  • Carrying out social Research and/or policy analysis
  • Investigating and review of services, policies, practices and legislation
  • Preparing and presenting policy papers and briefings
  • Development of robust, evidence-based policy recommendations.

OR

  1. In the absence of a third level qualification a minimum of 5 years working in a policy and research role and be able to provide evidence of experience of a) – d) as listed above.
  2. Ability to identify, sift, analyse and interpret information from a wide variety of sources.
  3. Excellent oral communication skills with the ability to present information to a range of audiences.
  4. Excellent written communication skills with the ability to write, edit and present reports, briefings and web based materials.
  5. Ability to plan and deliver discrete projects, consulting and engaging with others and ensuring those products are delivered on time and to a high standard.
  6. Effective at working on own initiative as well as collaboratively, sharing information proactively and fostering good working relationships with colleagues and stakeholders.

 

Desirable Criteria

1.     Post graduate qualification in a relevant discipline e.g., Social Sciences, Public Administration/Policy, Law and/or Government or Political Sciences.

2.     Competent at project management from initiation to evaluation, using appropriate tools and processes.

3.      An understanding of issues affecting victims and witnesses covered by the Commissioner Designate for Victims of Crime for Northern Ireland’s remit.

Proficient in the use of MS Office including Word, Excel, PowerPoint, Outlook and document management systems.
