About the role

This is your opportunity to help shape Old Oak and Park Royal, the only place where High Speed Two, the Elizabeth Line and Great Western will all connect into one of the largest and best-connected regeneration projects in the UK. Working closely with other public sector partners, the 90 acres of development land in Old Oak West brings tremendous opportunities to see a renewed and truly exemplary urban district emerge – one that showcases environmental, social, and economic innovation and best practice and which delivers genuinely inclusive growth for existing and future communities alike.

It is this challenge that the Mayor of London has set for us at the Old Oak and Park Royal Development Corporation (OPDC). As we gear up for delivery, we are keen to expand our development team with an experienced and energetic team member to help turn our plans into practice.

This is a unique opening for an individual with an interest in working across commercial, residential, industrial and infrastructure development. As part of a close-knit team, and working closely with colleagues in government, the GLA, our three host boroughs and local businesses, you will be involved in activities that could include funding and financing; developer procurement; strategy development; infrastructure investment; land and property acquisition; and the formulation and delivery of major development opportunities.

You will have experience of development and regeneration and/or infrastructure projects, as well as relevant project management skills. You will need strong organisational skills and personal resilience to thrive in a busy and demanding environment. Ideal candidates will be confident communicators, excellent relationship managers, and share our commitment and enthusiasm for regeneration.

Specifically for this role we are seeking an individual who has experience of running updates to complex financial models on a range of development projects / procurement strategies. This includes proactively analysing third party model inputs and outputs to ensure that all financial data and analysis is accurate and of a high quality. This should be evidenced in your Personal Statement and CV.

Reporting to a Senior Development Manager, and part of a small team that reports to the Assistant Director of Development, this role will support across all aspects of development including financial analysis, strategy and procurement and offers excellent opportunities for growth and development.

Principal accountabilities

  • Support OPDC’s strategic development plans for Old Oak and Park Royal including development viability, phasing, land assembly and delivery.
  • Working with the Senior Development Manager, provide financial analysis to support to the Delivery Directorate for a range of purposes, including: developer procurement, land transactions, scheme optimisation to support the preparation of development briefs, and budget forecasting.
  • Support in the design, preparation, running, and updates to financial viability models on a range of development projects and procurement strategies. This includes proactively analysing third party model inputs and outputs to ensure that all financial data and analysis is accurate and of a high quality.
  • Report monthly, and as required, to the Senior Development Manager on the delivery of land and development projects against development team milestones and budgets.
  • Working with the Senior Development Manager and Finance and Governance teams to support business planning by accurate budget monitoring and forecasting / modelling of development cashflows including expenditure, receipts and valuations over time.
  • Prepare decision papers and manage governance / finance reporting and ensure that risk management is embedded in all aspects of delivery and reporting.
  • Commission and direct multi-disciplinary consultancy teams and professionally appraise consultancy outputs.
  • Contribute to key OPDC ambitions and programmes, including Learning & Development, Equity, Diversity & Inclusion, and other corporate programmes where necessary and appropriate.

Person specification

Technical requirements/experience/qualifications

  • Professional qualification (chartered surveyor or similar) and/or suitable experience.

  • Negotiating ability within complex and political environments.
  • Experience of planning and development and understanding of place making principles.
  • Awareness of project financing and management structures with the ability to interpret and interrogate financial appraisals thoroughly and convincingly.
  • Experience of managing supply contracts including professional services, and good financial and contract management in the property sector.
  • Good commercial awareness and understanding of London housing and regeneration issues.

This role is based at Brent Civic Centre (32 Engineers Way, Wembley, HA9 0FJ).

OPDC staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
