Pay Range
$353,730 - $456,492 Annually at the TSM.3 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We are seeking a highly motivated individual with a strong engineering or scientific background to lead the Computational Engineering Division (CED). CED is an organization of approximately 300 engineering, scientific, mathematical, and administrative professionals dedicated to foundational contributions to the Laboratory's programs, technology innovation and development, and mission-focused research. CED comprises core capabilities in Computational Engineering (including computational structural and fluid mechanics, materials and advanced manufacturing modeling and simulation, computational electromagnetics, and generative design optimization), data analytics (including machine learning, statistics and operations research), and signal and imaging sciences. CED is also the administrative home for most technical staff doing research in the Center for Computational Engineering (expanding our mod/sim capabilities and partnerships) as well as the Center for Design and Optimization (focused on generative design using advanced computing to accelerate manufacturing of components and systems). Researchers and engineers in CED have access to the world-class computational infrastructure and tools including high-performance computers such as Sierra and El Capitan, massive commodity clusters, and emerging custom architectures.
You will interact closely with other Engineering senior managers, key Laboratory program leaders and technology area leaders, and counterparts in other Laboratory discipline organizations including the Computing Directorate. You will develop and maintain enduring partnerships with the Laboratory's programs and participate in formulating and executing a program-relevant Computational Engineering research and development strategy. You will ensure that revolutionary new capabilities and technologies are identified, resourced, developed, and deployed to meet current and future mission needs. You will carry out the Directorate's strategy for mission enabling business development in concert with Engineering’s Centers and Institutes, and for partnership with academia, industry, national labs, and national science and engineering professional organizations. This position will be in the Engineering Principal Associate Director’s Office.
In this role you will

  • Lead development of a strategic plan for the Division and oversee its implementation.
  • Promote and ensure effective integration between LLNL program needs and advanced Computational Engineering development within the Division.
  • Identify high leverage critical areas where new engineering capabilities are needed to support current and future programs. Assist with technical roadmaps to guide development, and leverage resources to successfully accomplish milestones.
  • Lead the recruiting, hiring and career development of a diverse set of engineering talent, outstanding innovators, and world-class researchers. Enhance a diverse, inclusive environment encouraging innovation and creativity.
  • Provide direction and oversight for personnel administration activities including performance reviews, performance management, appraisals, ranking, and salary management. Provide oversight and manage the financial resources of the Division.
  • Mentor Division scientists and engineers to develop innovative, relevant technologies, and ensure their application in Laboratory programs.
  • Serve as a member of the Engineering senior management team in formulating, implementing, and monitoring the Directorate's strategic plans. Work closely with other Division Leaders to manage workforce changes and assignments and to improve Engineering business processes.
  • Lead and stimulate development of external initiatives (Strategic Partnership Projects (SPP), Cooperative Research and Development Agreement (CRADA) collaborations) to provide an enabling R&D funding base in support of program needs for technology innovation.
  • Provide direction and oversight of Laboratory Directed Research and Development (LDRD) and technology development activities in the Division and contribute to the development of the Directorate's overall R&D portfolio.
  • Foster an environment where safety and security considerations are integrated into the daily activities of all Division personnel.
  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Master’s degree in Computational Science/Engineering, Mechanical Engineering, Electrical Engineering, or other branch of engineering, or the equivalent combination of education and relevant experience.
  • Extensive intellectual leadership experience in one or more of the core capabilities that comprise the Division, which include Computational Engineering (including computational structural and fluid mechanics, materials modeling and simulation, computational electromagnetics, and optimization), data analytics (including machine learning and statistics), and signal and imaging sciences.
  • Exceptional innovation skills, including ability to integrate ideas, technologies, and concepts to create compelling new solutions and meet sponsor needs.
  • Advanced communication and interpersonal skills with ability to effectively interact with government, laboratory, university, and industry personnel.
  • Ability to attract and hire extraordinary staff to support novel technology development, transition of technologies to programs, and serve in program leadership roles.
  • Experience managing and leading a technical organization, including knowledge of strategic planning, organizational dynamics, workforce planning processes, budget, and project management.
  • Significant experience in personnel management, including supervision, performance management, and career development.
  • Advanced problem-solving, analytical, technical, organizational, and management skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions.

Qualifications We Desire

  • PhD in Computational Science/Engineering, Mechanical Engineering, Electrical Engineering, or other branch of engineering, or the equivalent combination of education and relevant experience.
  • Track record of achieving and publishing results in research and development. Experience participating in professional organizations and national or international committees.
  • Comprehensive understanding of LLNL policies/procedures and experience working with DOE or other relevant government agencies.
  • Knowledge of and experience with national security policy issues.
  • Working knowledge of Laboratory financial policies and practices. Working knowledge of the Laboratory's Integrated Safety Management System.
  • Advanced knowledge of and experience with Engineering standards and practices. Broad knowledge of and experience with the major Laboratory programs and the LDRD process.
